Indonesia) | Moda transportasi umum berupa mikro bus menjadi moda transportasi umum yang diandalkan oleh masyarakat Purwokerto dan Purbalingga untuk menghubungkan kedua wilayah dengan pelayanan yang kurang memadai. Untuk meningkatkan pelayanan kepada masyarakat di bidang transportasi, Pemerintah Provinsi Jawa Tengah melakukan pembangunan BRT Trans Jateng koridor I Purwokerto-Purbalingga pada tanggal 13 Agustus 2018. Dalam penentuan tarif angkutan umum seringkali ditemukan beberapa pendapat yang berbeda antara masyarakat (user) dan pemerintah (regulator) serta penyedia. Metode Biaya Operasional Kendaraan (BOK) meninjau perhitungan tarif dari aspek finansial (penyedia) dan metode Willingness to Pay (WTP) meninjau tarif dari aspek masyarakat. Hasil dari penelitian diperoleh BOK dari Bus Trans Jateng sebesar Rp 6.751,66/bus-km dan Rp 266,00/penumpang-km. Nilai rata-rata WTP penumpang kategori umum sebesar Rp 4.107,01 untuk kondisi baik, Rp 3.681,65 kondisi eksisting, serta Rp 2.748,20 kondisi kurang baik dengan tingkat kemauan membayar terhadap tarif saat ini sebesar 70% untuk kondisi baik, 54% kondisi eksisting, serta 15% kondisi kurang baik. Sedangkan nilai rata-rata WTP penumpang kategori pelajar dan buruh sebesar Rp 3.320,22 untuk kondisi baik, Rp 2.707,87 kondisi eksisting, serta Rp 1.941,01 kondisi kurang baik dengan tingkat kemauan membayar masyarakat sebesar 91% untuk kondisi baik, 85% kondisi eksisting, serta 56% kondisi kurang baik. |

| Abtrak (Bhs. Inggris) | People in Purbalingga and Purwokerto rely on micro bus as their public transport mode. This mode serves public transport service connecting Purbalingga-Purwokerto. However its service has not been adequate. In order to improve public transport service, the Central Java Province Authority constructed Purwokerto-Purbalingga BRT corridor I, named Trans Jateng. The construction was ready to operate on 13 August 2018. Regarding public transport fare, there are different point of views that come from users, regulator, and providers. Vehicle Operational Cost Method (VOC) calculates the fare from financial aspect (provider) whilst Willingness to Pay (WTP) method examines the fare respecting community aspect. Resulting from financial aspect, the VOC of Trans Jateng Bus is IDR 6,751.66/bus-km and IDR 266.00/passenger-km. The average value of passenger WTP in the general category is IDR 4,107.01 for good conditions, IDR 3,681.65 for existing conditions, and IDR 2,748.20 for bad conditions with the level of willingness to pay (WTP) at the current rate of 70% for good conditions, 54% of existing conditions, and 15% in bad condition. While the average student and labor category of passenger WTP is IDR 3,320.22 for good conditions, IDR 2,707.87 existing conditions, and IDR 1,941.01 for bad conditions with the level willingness to pay (WTP) is 91% for good conditions, 85% for existing conditions, and 56% for bad conditions. |
