| Abstrak (Bhs. Indonesia) | RINGKASAN Penelitian dengan judul “Konflik Pembebasan Tanah Proyek Pembangkit Listrik Tenaga Uap di Desa Karanggeneng Kabupaten Batang Tahun 2017” bertujuan untuk memahami dan mendeskripsikan konflik yang terjadi dalam proses pembebasan tanah proyek Pembangkit Listrik Tenaga Uap di Desa Karanggeneng Kabupaten Batang yang membuat proyek PLTU menjadi terlambat dalam proses pembangunannya. Penelitian ini menggunakan paradigma konstruktivisme dan perspektif strukturalis dengan metode penelitian kualitatif. Pendekatan yang digunakan adalah pendekatan studi kasus. Penelitian ini berlokasi di Desa Karanggeneng, Kabupaten Batang. Teknik pemilihan informan menggunakan purposive sampling dan snowball sampling. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi serta teknik analisis datanya menggunakan teknik analisis interaktif. Sedangkan untuk keabsahan data menggunakan teknik triangulasi sumber. Hasil dari penelitian ini mengungkapkan bahwa konflik pembebasan tanah proyek Pembangkit Listrik Tenaga Uap di Desa Karanggeneng dengan aktor utama PT. Bhimasena Power Indonesia selaku pengembang PLTU dan masyarakat Desa Karanggeneng kontra PLTU yang tanahnya terdampak pembangunan PLTU. Konflik pembebasan tanah PLTU di Desa Karanggeneng berawal dari kegagalan sosialisasi pembangunan PLTU yang bedampak sulitnya proses pembebasan tanah. Untuk meredam konflik pembebasan tanah dibentuklah forum komunikasi warga guna menyampaikan tuntutan masyarakat kepada PT. BPI. Namun, forum komunikasi warga gagal menyelesaikan konflik dalam hal tuntutan masyarakat mengenai masalah harga beli tanah PLTU. Proses konsensus selanjutnya PT. BPI mengupayakan berkomunikasi dengan Pemerintah Daerah Kabupaten Batang untuk menjadi mediator antara PT. BPI dan masyarakat Desa Karanggeneng kontra PLTU. Konsensus tersebut menghasilkan harga tanah final pembelian untuk pembangunan PLTU. Namun, dalam proses pembayaran tanah ada masyarakat yang masih tidak setuju dengan penawaran harga tersebut dan menyisakan tanah untuk PLTU seluas 12,5 Hektar. Kemudian, PT. BPI angkat tangan dalam pembebasan tanah seluas 12,5 Hektar dan menyerahkan kepada PT. PLN yang juga membutuhkan listrik. Proses konsensus dilakukan PT. PLN dengan melakukan mediasi dengan mediator BPN Kabupaten Batang. Mediasi dilakukan dengan dasar Undang-Undang Nomor 2 Tahun 2012 tentang pembebasan tanah untuk kepentingan umum. Mediasi diakhiri dengan keluarnya putusan di Pengadilan Batang tentang penitipan uang pengganti tanah seluas 12,5 Hektar. Lambatnya proses konsensus dalam konflik pembebasan tanah PLTU di Desa Karanggeneng karena masyarakat kontra PLTU tetap mempertahankan pendapatnya yaitu mengenai ketidaksepakatan harga tanah yang tidak mempertimbangkan nilai non histori tanah, yaitu nilai budaya dan nilai sejarah tanah. Hingga pada saat ini masih ada warga yang belum mengambil uang pengganti sisa tanah PLTU di Pengadilan Kabupaten Batang. Perlu adanya komunikasi kembali antara PT. BPI dengan pemilik sisa tanah PLTU untuk melakukan negosiasi di antara kedua belah pihak. |

Inggris) | SUMMARY The research entitled "Land Acquisition Conflict of Steam Power Plant Project in Karanggeneng Village, Batang Regency in 2017" aims to understand and describe the conflict that occurred in the process of land acquisition of the Steam Power Plant project in Karanggeneng Village, Batang Regency which made the PLTU project late in the process construction. This study uses the constructivism paradigm and structuralist perspective with qualitative research methods. The approach used is a case study approach. This research is located in Karanggeneng Village, Batang Regency. The informant selection technique used purposive sampling and snowball sampling. Data collection techniques using interviews, observation, and documentation and data analysis techniques using interactive analysis techniques. While for the validity of the data using the source triangulation technique. The results of this study revealed that the conflict of land acquisition for the Steam Power Plant project in Karanggeneng Village with the main actor PT. Bhimasena Power Indonesia as the developer of the PLTU and the community of Karanggeneng Village contradicted the PLTU whose land was affected by the construction of the PLTU. The conflict in the land acquisition of PLTU in Karanggeneng Village originated from the failure to socialize the construction of the PLTU, which affected the difficulty of the land acquisition process. To reduce conflicts over land acquisition a community communication forum was formed to convey the demands of the community to PT. BPI. However, the citizen communication forum failed to resolve the conflict in terms of community demands regarding the issue of the purchase price of the PLTU land. The next consensus process is PT. BPI seeks to communicate with the Regional Government of Batang Regency to become a mediator between PT. BPI and the Karanggeneng Village community counter the PLTU. The consensus resulted in the final land price of the purchase for the construction of the power plant. However, in the process of land payments, there are people who still disagree with the price offer and leave land for a 12.5 hectare power plant. Then, PT. BPI hands up in the release of 12.5 hectares of land and submits it to PT. PLN which also needs electricity. The consensus process was carried out by PT. PLN by mediating with the mediator of Batang Regency BPN. Mediation is carried out on the basis of Law Number 2 of 2012 concerning land acquisition for public purposes. The mediation ended with the issuance of a verdict in the Batang Court regarding the safekeeping of the replacement money for an area of 12.5 hectares. The slow process of consensus in the conflict over land acquisition in the PLTU in Karanggeneng Village due to the contradictory community of the PLTU still maintains its opinion regarding land price disagreements that do not consider non-historical land values, namely cultural values and historical values of land. Until now, there are still not taken money from the remaining PLTU land in the Batang District Court. Need for communication again between PT. BPI with the remaining owners of PLTU land to conduct negotiations between the two parties. |
