Abstrak (Bhs. Indonesia)Di era desentralisasi dan otonomi daerah sekarang ini, pemerintah kabupaten mempunyai peran yang sangat penting karena memiliki wewenang dan tanggung jawab untuk menyelenggarakan pembangunan pendidikan di daerah, termasuk penerapan standar pelayanan minimal. Namun dalam hal ini, Pemerintah Kabupaten Banyumas belum mampu memenuhi secara keseluruhan. Masih ada sekolah negeri maupun swasta yang belum memenuhi standar pelayanan minimal salah satunya di SDIT Mutiara Hati Kecamatan Purwokerto Selatan . Masalah tersebut tidak terlepas dari Peran Dinas Penddikan di Kabupaten Banyumas sebagai instansi yang menangani hal tersebut. Peningkatan prosentase sekolah yang terakreditasi 2016 di Kabupaten Banyumas sudah mencapai target, namun pencapaiannya belum mencapai target.
Implementasi Standar Pelayanan Minimal Pendidikan Dasar seharusnya dapat dilaksanakan seluruh Sekolah di Kabupaten Banyumas dalam meningkatkan kualitas pelayanan . Adapun aspek-aspek dari implementasi yang akan dikaji adalah komunikasi, sumber daya, disposisi, dan struktur birokrasi.
Penelitian Implementasi Standar Pelayanan Minimal Pendidikan Dasar di SDIT Mutiara hati ini menggunakan metode kualitatif. Teknik pengambilan informan menggunakan purposive sampling, dengan empat aspek pengukuran, yaitu komunikasi, Sumber Daya, Disposisi, dan Struktur Birokrasi. Melalui keempat aspek tersebut peran yang dilakukan di antaranya inovasi program yang dibuat masih minim dan implementasinya belum cukup baik, intensitas koordinasi yang dilakukan dengan pihak lain yang terkait, khususnya dalam hal sosialisasi SPM Pendidikan Dasar.
Kesimpulan hasil penelitian ini ialah Implementasi Standar Pelayanan Minimal Pendidikan Dasar di kabupaten Banyumas khususnya di SDIT Mutiara hati belum maksimal. Hal ini ditunjukkan dengan beberapa aspek sesuai dengan fokus dalam penelitian ini, diantaranya masih minimnya SDM dalam aspek Sumber Daya serta Struktur Birokrasi yang belum terperinci.

Inggris)In the current era of decentralization and regional autonomy, the district government has a very important role because it has the authority and responsibility to organize education development in the region, including the application of minimum service standards. But in this case, the Banyumas Regency Government has not been able to fulfill it as a whole. There are still public and private schools that have not met minimum service standards, one of which is in SDIT Mutiara Hati, South Purwokerto Subdistrict. This problem is inseparable from the role of the Education Office in Banyumas Regency as the agency that handles this. The 2016 accredited percentage increase in schools in Banyumas District has reached the target, but its achievements have not reached the target.
Implementation of Basic Education Minimum Service Standards should be able to be implemented by all Schools in Banyumas District in improving service quality. The aspects of implementation that will be studied are communication, resources, disposition, and bureaucratic structure.
Research on Implementation of Basic Education Minimum Service Standards in SDIT Mutiara Hati uses qualitative methods. Informant retrieval technique uses purposive sampling, with four aspects of measurement, namely communication, resources, disposition, and bureaucratic structure. Through these four aspects, the roles that are carried out include the program innovations that are made are still minimal and the implementation is not good enough, the intensity of the coordination carried out with other related parties, especially in terms of socialization of Basic Education MSS.
The conclusion of the results of this study is the Implementation of Basic Education Minimum Service Standards in Banyumas regency, especially in SDIT Mutiara Hati has not been maximized. This is indicated by several aspects in accordance with the focus in this study, including the lack of human resources in aspects of resources and bureaucratic structures that are not yet detailed.
