| Judul Artikel | DAMPAK SISTEM PEMBIAYAAN JAMINAN KESEHATAN NASIONAL (JKN) TERHADAP PROGRAM PROMOTIF-PREVENTIF DI PUSKESMAS WILAYAH KABUPATEN BANYUMAS |
| Abstrak (Bhs. Indonesia) | Latar Belakang: Jaminan kesehatan Nasional memberikan perubahan pada sistem pembiayaan dari model out of pocket menjadi prospective payment system, mendorong fasilitas primer sebagai gate keeper. Namun jaminan kesehatan yang telah berjalan lebih dari satu tahun belum memberikan dampak yang optimal padahal benefit package yang diberikan secara komperhensif. Penelitian ini bertujuan untuk mengeksplorasi dampak sistem pembiayaan JKN terhadap program promotif preventif di Puskesmas Kabupaten Banyumas. Metodologi: Jenis penelitian kualitatif dengan pendekatan fenomenologis. Jumlah informan sebanyak 28 orang yang di pilih secara Purposive sampling. Metode pengumpulan data dilakukan dengan wawancara mendalam. Pengolahan dan analisis data menggunakan content analysis. Hasil Penelitian: Sistem pembiayaan JKN dibayarkan melalui kapitasi. Pelaksanaan program promotif-preventif belum berjalan maksimal, terkendala dengan keterbatasan input, partisipasi masyarakat kurang, dan budaya masyarakat. Hal ini mempengaruhi pencapaian beberapa indikator program yang tidak maksimal dan tidak sesuai dengan SPM. Sistem pembiayaan kapitasi berdampak positif terhadap program promotif-preventif di puskesmas yang memiliki dana tinggi sehingga program lebih berinovasi dan maksimal sedangkan puskesmas dana rendah tidak berpengaruh secara signifikan terhadap kegiatan. Salah satu strategi yang dilakukan yaitu strategi penguatan kerja sama lintas sektor dan program. Kesimpulan: Sistem pembiayaan JKN berdampak positif terhadap pelaksanaan program promotif-preventif di puskesmas. |

Inggris) | Background: National health insurance gives a change in the financing system from out of pocket model to prospective payment system, and supports the primary facility as a gate keeper. However, health insurance that has been going for more than one year has not given an optimal impact, whereas the package benefits are given in a comprehensive way. This study aims to explore the impact of JKN financing system on promotive preventive program in public health center Kabupaten Banyumas. Methods: This type of the research is qualitative with phenomenology approach. The amount of the informant is 28 people which selected by purposive sampling. The data is collected by in-depth interviews. The data is analyzed and processed using content analysis. Results: JKN financing system is paid through the capitation. The implementation of promotived preventive program has not worked maximally, constrained by limited input, less participation of the community and the culture. This affects the achievement of some program indicator that is not maximum and not in accordance with SPM. The capitation financing system has positive impact to preventive promotion program at public health center which has high fund so that program is more innovated and maximum otherwise public health center which has low fund does not have significant effect to the activity. One of the strategy is to strengthen the cooperation across sectors and programs. Conclusion: The JKN financing system has a positive impact on the implementation of promotive-preventive program at public health center.
