| Abstrak (Bhs. Indonesia) | Di era desentralisasi dan otonomi daerah sekarang ini, Pemerintah Kabupaten mempunyai peran yang sangat penting karena memiliki wewenang dan tanggung jawab untuk menyelenggarakan pembangunan kesehatan di daerah, termasuk kesehatan bayi. Namun dalam hal ini, Pemerintah Kabupaten Banyumas belum mampu memenuhi kebutuhan dasar. Salah satu masalah yang dihadapi adalah tingginya Angka Kematian Bayi di Puskesmas I Wangon. Peran Dinas Kesehatan Kabupaten Banyumas dalam menurunkan Angka Kematian Bayi adalah perilaku atau tindakan yang dilakukan dalam menurunkan melalui tugas pokok dan fungsi yang dimiliki oleh badan atau organisasi tersebut. Adapun aspek-aspek dari peran yang akan dikaji adalah peran dalam enterpreneurship, koordinasi, fasilitasi dan stimulasi. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pengambilan informan menggunakan purposive sampling, dengan empat aspek pengukuran, yaitu enterpreneurship, koordinasi, fasilitasi, dan stimulasi. Melalui keempat aspek tersebut peran yang dilakukan di antaranya inovasi program yang dibuat masih minim, intensitas koordinasi yang dilakukan masih kurang, kurangnya tenaga medis dan cakupan sosialisasi masih kurang luas. Kesimpulan hasil penelitian ini ialah Peran Dinas Kesehatan Kabupaten Banyumas dalam menurunkan Angka Kematian Bayi, khususnya di Puskesmas I Wangon secara umum belum maksimal. Hal ini dapat dilihat dari berbagai aspek sesuai dengan fokus dalam penelitian ini, di antaranya masih minimnya peran dalam entrepreneurship, intensitas koordinasi masih kurang, fasilitasi yang masih terkendala salah satunya oleh keterbatasan tenaga medis, serta stimulasi yang masih belum maksimal. |

Inggris) | In the current era of decentralization and regional autonomy, District Government has a very important role because it has the authority and responsibility to carry out health development in the region, including infant health. But in this case, the Government of Banyumas Regency has not been able to meet basic needs. One of the problems faced is the high Infant Mortality Rate in Puskesmas I Wangon. The role of Banyumas District Health Office in reducing Infant Mortality Rate is the behavior or action taken in reducing through the main tasks and functions possessed by the agency or organization. The aspects of the role to be studied is the role in enterpreneurship, coordination, facilitation and stimulation. This study used qualitative research methods. Technique of taking informant using purposive sampling, with four aspects of measurement, that is entrepreneurship, coordination, facilitation, and stimulation. Through these four aspects, the roles undertaken include the program innovation that is made is still minimal, the intensity of coordination is still lacking, the lack of medical personnel and the coverage of socialization is still less extensive. The conclusion of this research is the role of Banyumas District Health Office in reducing Infant Mortality Rate, especially in Puskesmas I Wangon in general not yet maximal. This can be seen from various aspects in accordance with the focus of this research, including the lack of role in entrepreneurship, the intensity of coordination is still lacking, the facilitation is still constrained one of them by the limited medical personnel, as well as stimulation that is still not maximal. |
