| Abstrak (Bhs. Indonesia) | Penelitian ini membahas tentang Relasi Pemerintah dan Pengusaha Dalam Pengadaan Jasa 51 Unit Articulated Bus di DKI JAKARTA Pada Masa Pemerintahan Gubernur Basuki Tjahaja Purnama. Hal ini dikarenakan, pada masa pemerintahan sebelumnya, pengadaan jasa transportasi melalui lelang tidak diadakan secara transparan. Maka dari itu, fokus kajian diarahkan pada pola relasi dan faktor-faktor pembentuk relasi antara pemerintah dan pengusaha dalam pengadaan articulated bus di DKI Jakarta pada era kepemimpinan Ahok. Tujuan penelitian ini adalah untuk menjelaskan proses terbentuknya pola dan faktor-faktor pembentuk relasi pemerintah dan pengusaha dalam pengadaan 51 articulated bus di Jakarta pada masa pemerintahan Gubernur Basuki Tjahaja Purnama dengan menggunakan metode kualitatif dengan pendekatan studi kasus dan paradigma konstruktivis sebagai ruh penulisan hasil dan pembahasan. Hasil dari penelitian ini mengungkapkan bahwa adanya kerjasama antara pihak pemerintah dengan pihak swasta dalam bidang transportasi. Pola relasi yang terjalin antara keduanya membentuk pola relasi assosiasi dimana keduanya bekerja sama untuk mencapai tujuan bersama untuk mewujudkan infrakstruktur transportasi yang sesuai dengan keinginan masyarakat. Ada beberapa faktor penentu yang membentuk relasi antara pihak pemerintah dan swasta, yakni adanya mobilitas sumber daya dan adanya pengaruh yang kuat dari pihak swasta, PT Mayasari Bhakti sebagai pemenang lelang pengadaan dan pengoperasian 51 Unit Articulated Bus melalui sistem poin dalam proses penilaian. Kesimpulan dalam penelitian ini adalah menangnya PT Mayasari Bhakti menjadi langkah awal dari terciptanya pola relasi yang saling menguntungkan antara pemerintah dengan swasta. Karena melalui kontrak perjanjian kerjasama atau MoU dinyatakan bahwa PT Mayasari Bhakti sebagai pihak swasta yang bertanggungjawab atas pengoperasian 51 articulated bus di tujuh koridor busway, menjadi pemegang sebagian saham atas bus-bus tersebut. Keuntungan lain bagi pemerintah adalah beban pemerintah berkurang. Dikatakan demikian karena pemerintah hanya menerima laporan progres pengoperasian 51 articulated bus tersebut dari PT Mayasari Bhakti dan hanya mengontrol kinerja PT Mayasari Bhakti di bawah PT Transjakarta. Kerjasama ini mewujudkan win-win solution bagi kedua belah pihak. |

Inggris) | This study discusses about the relation of Government and Entrepreneur in procurement of 51 Articulated Bus Service in the capital city Jakarta under the governance of Basuki Tjahaja Purnama. This is because, in the previous administration, the procurement of transportation services is not done through auction held transparently. Therefore, the focus of the study is directed to the relationship pattern and the factors that form the relationship between government and employers with procurement of articulated buses in DKI Jakarta in the era of Ahok's leadership. The purpose of this study is to explain the process of patterns formation and the factors that form the relation between government and employers in the procurement of 51 articulated buses in Jakarta during the reign of Governor Basuki Tjahaja Purnama. To fulfill the purpose of this research qualitative method and approach with case study and constructivist paradigm used as the spirit of all the writing results and discussion. The results of this study reveal that the development today requires cooperation between the government and the private sector for realizing the development in the field of transportation. Pattern of relations which exist between the two forms the relationship pattern of the association in which both work together to achieve the common goal to realize the transportation infrastructure in accordance with the wishes of the community. There are several determinants factors that from relations between the government and private sector, is the existence of resources mobility and strong influence from the private parties, PT Mayasari Bhakti as the winner of the procurement auction and operation of 51 Articulated Bus Units through points system in assessment process. The conclusion in this study is PT Mayasari Bhakti’s win became the first step of creating mutual relation patterns profitable between the government and the private sector. Because through the cooperation agreement contract or MoU that declared that PT Mayasari Bhakti as the private sector responsible for the operation of 51 articulated buses at seven coridors of the busway and became shareholders of the buses. Another advantage for the government is the reduced government burden. It is said because the government only received a progress report for the operation of 51 articulated bus from PT Mayasari Bhakti and only control the performance of PT Mayasari Bhakti under PT Transjakarta. This cooperation embodies win-win solution for both parties. |
