| Abstrak (Bhs. Indonesia) | Persoalan utama yang masih dihadapi UMKM, antara lain dalam hal lemahnya manajemen, akses pasar, teknologi dan sumber daya manusia. Dalam rangka meningkatkan daya saing nasional perlu ditumbuhkembangkan wirausaha baru yang tangguh, kreatif, dan profesional. Pemerintah mengeluarkan Peraturan Presiden Republik Indonesia Nomor 27 Tahun 2013 tentang Pengembangan Inkubator Wirausaha. Salah satu inovasi dari Kementerian Kelautan dan Perikanan yaitu membentuk program Pengembangan Inkubator Mina Bisnis (IMB). Kabupaten Cilacap menjadi salah satu lokasi terpilih program IMB, dengan nama Inkubator Mina Bisnis Cahaya Berkah yang teridiri dari 15 anggota. Secara struktur, IMB Cahaya Berkah memiliki sistem yang tidak kuat, secara administratif atau struktur intern belum berjalan dengan lancar karena sulit menyatukan berbagai kelompok yang memiliki kepentingannya masing-masing sehingga masih terdapat benturan-benturan dalam kelompok, masih mementingkan ego masing-masing. Hal tersebut tentu akan berpengaruh terhadap kegiatan para anggotanya serta tidak sejalan dengan tujuan awal dibentuknya IMB yaitu untuk mengembangkan kelembagaan yang mampu memberdayakan masyarakat pengolah dan pemasar hasil kelautan dan perikanan dalam mengembangkan usahanya. Oleh karena itu, perlu adanya evaluasi terhadap dampak yang ditimbulkan, apakah sudah sesuai dengan yang diinginkan atau belum. Penelitian ini bertujuan untuk mengetahui dampak program IMB terhadap pemberdayaan ekonomi kelompok. Pendekatan evaluasi dalam penelitian ini adalah comparative after only dengan menggunakan metode kuantitatif. Teknik pengambilan sampelnya menggunakan cluster random sampling dengan jumlah sampel untuk masing-masing kelompok treatment dan kelompok control adalah 15 kelompok. Teknik analisis data menggunakan distribusi frekuensi dan mann whitney u-test. Hasil penelitian diketahui terdapat perbedaan antara kondisi kelompok treatment dengan kelompok control setelah dua tahun program IMB berjalan. Kondisi kelompok treatment setelah program IMB lebih baik daripada kelompok control dan dampak program IMB lebih dapat dirasakan oleh kelompok treatment daripada kelompok control. Meskipun terdapat masalah internal yang ditemukan, namun hal tersebut tidak berpengaruh negatif terhadap kinerja dari anggota kelompok IMB karena permasalahan yang muncul berkaitan dengan hubungan internal sedangkan sumber daya manusianya tidak bermasalah. Oleh karena itu, dapat disimpulkan bahwa program IMB memberikan dampak yang signifikan positif terhadap pemberdayaan ekonomi kelompok Inkubator Mina Bisnis Cahaya Berkah di Kabupaten Cilacap. |
| Abtrak (Bhs. Inggris) | The main problems faced by SMEs, among others, in terms of weak management, market access, technology and human resources. In order to improve national competitiveness, it is necessary to develop a new, tough, creative and professional entrepreneur. The Government issued Peraturan Presiden Republik Indonesia Nomor 27 Tahun 2013 about Pengembangan Inkubator Wirausaha. One of the innovations of the Ministry of Marine Affairs and Fisheries is to establish a development program of Inkubator Mina Bisnis (IMB). Cilacap Regency became one of the selected locations of IMB program, with the name of Inkubator Mina Bisnis Cahaya Berkah which consists of 15 members. Structurally, IMB Cahaya Berkah has a system that is not strong, administratively or internal structure has not run smoothly because it is difficult to unite the various groups that have their own interests so there are still clashes in the group, still attach importance to each ego. It will certainly affect the activities of its members and not in line with the initial goal of the establishment of IMB is to develop institutions that are able to empower the community of processors and marketers of marine and fishery products in developing their business. Therefore it is necessary to evaluate the impacts caused, whether it is in accordance with the desired or not. This study aims to determine the impact of IMB program on group economic empowerment. The evaluation approach in this research is comparative after only by using quantitative method. The technic of collecting the sample is cluster random sampling. This total sample for each treatment group and control group are 15 groups. The technique of data analysis using frequency distribution and mann-whitney u-test. The results of the study can be seen there is a difference condition between treatment group with control group after two years of IMB program. Conditions after IMB program to treatment group better than control group and IMB program give more effect to treatment group rather than control group. Although there are internal problems found, but it does not negatively affect the performance of members of the IMB group because of problems that arise related to internal relationships while the human resourcs are not problematic. Therefore, it can be concluded that the IMB program gives a significant positive impact on the economic empowerment of the Inkubator Mina Bisnis Cahaya Berkah in Cilacap Regency. |
