| Abstrak (Bhs. Indonesia) | Banyaknya laporan keluhan mengenai pelayanan publik ke Ombudsman RI, maka Kementerian Dalam Negeri mengeluarkan Permendagri Nomor 4 Tahun 2010 Tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan (PATEN). PATEN merupakan pelayanan terpadu satu pintu yang bertujuan untuk mendekatkan pelayanan kepada masyarakat. Salah satu kecamatan yang menjalankan program PATEN di Kabupaten Banyumas adalah Kecamatan Baturraden. Berdasarkan latar belakang masalah yang telah dipaparkan, maka permasalahan yang dikaji dalam penelitian ini adalah pertama, melihat apakah Gaya Kepemimpinan Transformasional berpengaruh terhadap Efektivitas Program PATEN? Kedua, apakah Motivasi Kerja berpengaruh terhadap Efektivitas Program PATEN? Ketiga, apakah Disiplin Kerja berpengaruh terhadap Efektivitas Program PATEN di Kecamatan Baturraden? Terakhir, apakah Gaya Kepemimpinan Transformasional, Motivasi Kerja dan Disiplin Kerja berpengaruh terhadap Efektivitas Program PATEN di Kecamatan Baturraden? Tujuan penelitian ini adalah untuk menjawab permasalahan-permasalahan tersebut. Untuk mewujudkan tujuan penelitian tersebut, penelitian ini menggunakan teori dan konsep berupa efektivitas program, Gaya Kepemimpinan Transformasional, Motivasi Kerja, dan Disiplin Kerja sebagai faktor yang memengaruhi. Metode yang digunakan dalam penelitian ini adalah survei dengan pendekatan kuantitatif asosiatif dan teknik sampling yang digunakan yaitu dengan teknik sampel jenuh di mana semua anggota populasi yang berjumlah 14 orang dijadikan sebagai sampel. Metode pengumpulan data pada penelitian ini menggunakan kuesioner, observasi, wawancara, dan dokumentasi. Teknik analisis yang digunakan adalah Uji Korelasi Kendall Tau-b, Konkordasi Kendall W, dan Regresi Ordinal. Untuk menguji keabsahan data, maka diperlukan uji validitas dan reliabilitas. Hasil penelitian dan analisis data menggunakan analisis Regresi Ordinal nunjukkan bahwa: (1) Gaya Kepemimpinan Transformasional berpengaruh positif dan signifikan terhadap Efektivitas Program PATEN dengan koefisien Regresi Ordinal sebesar 10,350 signifikan pada α 0,049 dan berpengaruh sebesar 40,1%; (2) Motivasi Kerja berpengaruh positif dan signifikan terhadap Efektivitas Program PATEN dengan koefisien Regresi Ordinal sebesar 11,401 signifikan pada α 0,046 dan berpengaruh sebesar 40,7%; (3) Disiplin Kerja berpengaruh positif dan signifikan terhadap Efektivitas Program PATEN dengan koefisien Regresi Ordinal sebesar 9,992 tidak signifikan pada α 0,102, berpengaruh sebesar 31,9%; (4) Secara bersama-sama antara Gaya Kepemimpinan Transformasional terhadap Efektivitas Program PATEN, Motivasi Kerja terhadap Efektivitas Program PATEN, dan Disiplin Kerja mempunyai pengaruh yang signifikan dan positif terhadap Efektivitas Program PATEN dengan koefisien Regresi Ordinal sebesar 13,127 signifikan pada α 0,025 dan berpengaruh sebesar 73,7%. Kesimpulan penelitian ini ialah ada pengaruh yang positif dan signifikan antara Gaya Kepemimpinan Transformasional, Motivasi Kerja, Disiplin Kerja terhadap Efektivitas Program PATEN pada Kecamatan Baturraden Kabupaten Banyumas. |

Inggris) | Many reports of public services to the Ombudsman, then Ministry of Home Affairs issued the Regulation of the Minister of Home Affairs Number 4 Year 2010 About the Guidelines of District Integrated Administration Service (PATEN). PATENT is a one stop service that aims to bring service closer to the community. One of the sub districts that run the PATENT program in Banyumas Regency is Baturraden District. Based on the background of the problems that have been presented, then the problem studied in this research is first, see whether the Transformational Leadership Style affect the Effectiveness of PATENT Program? Secondly, does Motivation Work affect the Effectiveness of PATENT Program? Third, does the Work Discipline affect the Effectiveness of PATENT Program in Baturraden Sub-district? The last is, does the Transformational Leadership Style, Work Motivation and Work Discipline Affect the Effectiveness of PATENT Program in Baturraden Sub-district? The purpose of this study is to answer the problems. To realize the purpose of the study, this study uses the theory and concepts of program effectiveness according, Transformational Leadership Style, Work Motivation, and Work Discipline as influencing factors. The method used in this research is survey with quantitative approach of associative and sampling technique used that is with technique of saturated sample where all member of population which amounts to 14 people serve as sample. Methods of data collection in this study using questionnaires, observation, interviews, and documentation. Analytical techniques used are Kendall Tau-b Correlation Test, Kendall W Conjunction, and Ordinal Regression. To test the validity of the data, it is necessary to test the validity and reliability. Based on the results of research and data analysis using Ordinal Regression analysis showed that: (1) Transformational Leadership has a positive and significant effect on Effectiveness of PATEN Program of 10,350 significant at α 0,049 and influence 40,1%; (2) Motivation to Work has a positive and significant effect on Effectiveness of PATEN Program of 11,401 significant at α 0,046 and influence 40,7%; (3) Discipline of Work has a positive and significant effect on Effectiveness of PATEN Program of 9,992 not significant at α 0,102 and influence 31,9%; (4) Together between Transformational Leadership, Motivation to Work, and Discipline of Work have a significant and positive influence on Effectiveness of PATEN Program of 13,127 significant at α 0,025 and influence 73,7%. Based on the results of the research, There is a positive and significant influence between Transformational Leadership, Motivation to Work, and Discipline of Work to Effectiveness of PATENT Program at Baturraden Sub-district of Banyumas Regency. |
