| Abstrak (Bhs. Indonesia) | Latar Belakang: Sistem rujukan yang belum optimal dapat terlihat pada rujukan yang tidak sesuai dengan indikasi rujukan dan rujuk balik yang belum berjalan. Semua itu berakibat pada penumpukan pasien yang terjadi di rumah sakit dan pada akhirnya berdampak pada menurunnya kualitas pelayanan kesehatan. Berdasarkan hal tersebut,Kementerian Kesehatan membuat Keputusan Menteri Kesehatan RI Nomor H K.02. 02 /MENKES/391/2014 Tentang Pedoman Penetapan Rumah Sakit Rujukan Regional sebagai upaya penguatan pelayanan kesehatan. Penelitian ini bertujuan untuk menganalisis kebijakan regionalisasi sistem rujukan yang di terapkan Kabupaten Banyumas Metode :Penelitian ini bersifat kualitatif dengan pendekatan studi kasus. Subyek penelitian ini yaitu Kepala Seksi Pelayanan Kesehatan Rujukan Dinas Kesehatan Kabupaten Banyumas, Kepala Sub Rekam Medik RSUD Prof. Dr.Margono Soekardjo, dan Kepala Bidang Pelayanan Medis di RSUD Banyumas. Sedangkan subyek pendukung dalam penelitian ini terdiri dari Kasubdit Pengelolaan Rujukan dan Pemantauan Rumah Sakit Direktorat Pelayanan Kesehatan Rujukan Kementerian Kesehatan RI, Puskesmas Kalibagor, Pasien yang berasal dari luar wilayah regional 5. Hasil Penelitian: Kebijakan regionalisasi di Kabupaten Banyumas belum berjalan dan belum terdapat peraturan daerah maupun kesepakatan kerjasama antara DKK Banyumas dengan Rumah Sakit sehingga rujukan berjenjang yang diterapkan tidak sesuai berdasarkan pemetaan regional, namun stakeholder dalam penerapan kebijakan regionalisasi sistem rujukan di Kabupaten Banyumas telah menjalankan perannya sesuai dengan Kepmenkes nomon HK02.02 / MENKES/391/2014 terkait pembinaan, dan pengawasan sistem rujukan. Simpulan: Kepentingan dan pengaruh karakteristik institusi menentukan fokus utama sistem rujukan di Kabupaten Banyumas adalah sistem rujukan untuk kasus maternal neonatal sehingga rumah sakit yang menjadi pusat rujukan harus terstandar PONEK, perlu adanya perjanjian kerjasama dan pemetaan dalam penerapan regionalisasi sistem rujukan agar dapat menjadi acuan para pelaksana kebijakan regionalisasi sistem rujukan di Kabupaten Banyumas |

Inggris) | Background: Reference system which has not been optimally visible in the references that are not in accordance with the indication of the reference and refer back that are not yet running. All of that resulted in a patient buildup that occurs in the hospital and ultimately impact on the declining quality of health care. Based on the foregoing, the Ministry of health made Ministry of Health Decree RI No H K.02. 02 /MENKES /391/2014 About The Guidelines For The Determination Of The Regional Referral Hospital as the effort of strengthening health services. This research aims to analyze the reference system of regionalization policy in Banyumas Regency. Method: This research was qualitative with case study approach. Subjects of research were The Head Section of Referefences Health Service of Health Departement, Banyumas regency; Head of Medical Record of Provincial Hospital Prof. Dr. Margono Soekardjo, and Head Division of Medical Service of Provincial Hospital Banyumas. While the subject of supporters in this research were Head of Sub Directorate Management of Reference and Monitoring Hospital Referral Health Services The Ministry of Health RI, Primary Health Centers Kalibagor , and patients from outside the region 5. Results: A policy of regionalization in the Banyumas Regency has yet to be implemented and yet there are local regulations as well as the agreement of cooperation between the Office of Banyumas Regency Health with Hospitals so that tiered reference applied not according based onregional mapping. However, stakeholders in the implementation of a policy of regionalization in the Banyumas Regency reference system has been run in accordance with its role of Kepmenkes number HK 02.02/ MENKES/ 391/ 2014 related guidance and supervision from the reference system. Conclusion: The importance and influence of institutional characteristics determine the main focus of Banyumas Regency reference system are reference system for cases of maternal neonatal hospitals which became a referral centre should be standardized PONEK; Required the presence of Banyumas Regent lawmaking related reference system of regionalization policy in order to become a reference for implementers the policy in the implementation of regionalization reference system in Banyumas Regency.
