| Abstrak (Bhs. Indonesia) | Buta aksara masih menjadi permasalahan utama yang dihadapi oleh negara berkembang di seluruh dunia saat ini, begitu pula di Indonesia. Untuk menanggulangi permasalahan buta aksara di Indonesia pemerintah menerbitkan Program pemberantasan Buta Aksara. Program pemberantasan Buta Aksara din ilai cukup berhasil, namun terdapat kekhawatiran pemerintah akan munculnnya masyarakat buta aksara kembali setelah mengikuti Program Pemberantasan Buta Aksara, maka dari itu Pemerintah menerbitkan program lanjutan yang berupa pemberian pelatihan keterampilan usaha produktif untuk menjaga agar masyarakat yang telah terlepas dari jerat buta aksara tidak mengalami buta aksara kembali, serta meningkat keberdayaannya. Program tersebut adalah Program pendidikan Keaksaraan Usaha Mandiri atau Program KUM. Pusat Kegiatan Belajar Masyarakat Giyanti telah melaksanakan program KUM sejak tahun 2012 hingga sekarang, oleh karena itu perlu adanya evaluasi terhadap dampak yang ditimbulkan, apakah sudah sesuai dengan yang diinginkan atau belum. Penelitian ini bertujuan untuk mengetahui dampak program KUM terhadap peningkatan keberdayaan sosial dan ekonomi di Kecamatan Rowokele. Pendekatan evaluasi dalam penelitian ini adalah comparative after only dengan menggunakan metode kuantitatif. Teknik pengambilan sampelnya menggunakan simple random sampling dengan jumlah sampel untuk masing-masing kelompok treatment dan kelompok control adalah 52 orang. Teknik analisis data menggunakan distribusi frekuensi dan mann-whitney u-test. Hasil penelitian diketahui terdapat perbedaan antara kondisi kelompok treatment dengan kelompok control setelah dilakukannya program KUM. Kondisi setelah program KUM pada kelompok treatment lebih baik daripada kelompok control dan dampak program KUM lebih dapat dirasakan oleh kelompok treatment daripada kelompok control. Oleh karena itu dapat disimpulkan bahwa program PBK memberikan dampak positif terhadap peningkatan keberdayaan sosial dan ekonomi warga belajar PKBM Giyanti di Kecamatan Rowokele. | Abtrak (Bhs. Inggris) | Illiteracy remains a major problem faced by developing countries around the world today, as well as in Indonesia. To overcome the problem of illiteracy in Indonesia the Government issued the Program for the eradication of Illiteracy. The programme for the eradication of Illiteracy was assessed quite successful, but there are fears the Government will appear the illiterates again after the eradication of Illiteracy, therefore the Government publish a follow-up program of training delivery skills of productive effort to keep people apart from the snare of illiteracy does not suffer illiteracy returns, as well as empowerment the citizens. The program is a KUM Program. Community learning activity center of Giyanti has been implementing KUM programs from 2012 until now, therefore we need to evaluate the impact of the program, whether is in compliance with the desired or not. This research aims to know the impact of KUM programs to increased social and economic empowerment in Rowokele district. Evaluation approach in this study is a comparative after only using quantitative methods. Sampling technique using simple random sampling with the number of samples for each treatment group and the control group was 52 people. Technique of data analysis using frequency distribution and mann-whitney u-test. The results of the research there are known a differences between the condition of treatment group and control group after doing KUM programs. The Condition of treatment group after KUM program are better than the control group and the impact of the program can be felt more by treatment group than the control group. It can be concluded that the KUM program had a positive impact against increasing social and economic empowerment to the citizens at PKBM Giyanti in Rowokele district.
