| Abstrak (Bhs. Indonesia) | Formulasi Peraturan Desa (Perdes) merupakan salah satu bentuk kebijakan di tingkat desa. Sesuai dengan Permendesa PDTT No/4/2015 jika Desa dapat mendirikan BUM Desa. Selain itu, . Di Kabupaten Banyumas ada sekitar 301 Desa, hanya 92 buah (30,6 persen) tersebut desa yang telah membentuk BUM Desa melalui penyusunan Perdes. Dari 19 desa di Kecamatan Sumbang yaitu ada 4 desa yang sudah menyusun Perdes dan Desa Susukan merupakan desa pertama yang telah menyusun Perdes. Penelitian ini memfokuskan pada proses Formulasi Pendirian BUM Desa melalui penyusunan Perdes BUM Desa di Desa Susukan Kecamatan Sumbang Kabupaten Banyumas. Metode penelitiannya adalah kualitatif, dan teknik pemilihan informan purposive sampling. Pengumpulan data dengan wawancara, observasi dan dokumentasi. Untuk menjamin keabsahan data digunakan teknik triangulasi sumber. Metode analisis data yang digunakan adalah model analisis interaktif. Hasil penelitian menunjukan bahwa formulasi Perdes Nomor 11 Tahun 2015 tentang Pendirian BUM Desa di Desa Susukan, jika dilihat dalam Model System David Easton perumusan Perdes merupakan tuntutan atau lahir dari pihak legislatif yaitu BPD. Usulan BPD t mendapat dukungan dari Pemdes dan j beberapa elemen masyarakat, secara kuantitas memang tidak semua masyarakar mengajukan tuntutan dan dukungannya. Masalah pengelolaan aset berupa pengelolaan air bersih dan potensi desa sudah menjadi masalah lama yang diperbincangkan pemerintah. Pemdes sebagai aktor perumus kebijakan yang kurang aktif dalam memberikan pendapat berbanding lurus dengan karakteristik masyarakat Desa Susukan yang pasif. Perdes Nomor 11 Tahun 2015 Tentang Pendirian BUM Desa tidak dijalankan sebagaimana yang sudah ditetapkan dan disepakati oleh Pemerintah. Banyak hal yang menyimpang dari Perdes yang sudah disepakati. | Abtrak (Bhs. Inggris) | The title of research is “Formulation of Establishment of BUM Desa (Study on Village Regulation Number 11 of 2015 in Susukan Village, Sumbang Subdistrict, Banyumas Regency). Policy formulation is an initial process in the formulation phase of public policy. The stage of policy formulation is an important stage in public policy. Formulation is an action in a problem and the development of alternative actions to solve public problems. The making of village regulations (Perdes) is one form of policy at the village level. In accordance with the Regulation of the Minister of Village, Development of Disadvantaged Regions, and Transmigration of the Republic of Indonesia Number 4 Year 2015 if the Village can establish BUM Desa. In addition, based on Permendagri Number 39 of 2010 on BUM Desa in accordance with the needs and potential of the village. In Banyumas Regency there are around 301 villages, only 92 (30.6 percent) of them are villages that have established village BUM through the preparation of Perdes on BUM Desa as well as one of the 19 villages in Sumbang Subdistrict, there are 4 villages that have compiled Perdes BUM Desa and Susukan Village is the first village that has compiled Village BUM Village Perdes. This study focuses on how the formulation process of BUM Desa Establishment through the preparation of BUM Desa’s Village Rules in the Village Susukan, Sumbang Subdistrict, Banyumas Regency. The research method is qualitative, and the technique of selecting the informant is purposive sampling. Data collection is done by interview, observation and documentation. To ensure the validity of data used source triangulation techniques. Data analysis method used is interactive analysis model. The result of the research shows that the formulation of Perdes No. 11 of 2015 on the Establishment of BUM Desa in Susukan Village, when viewed in David Easton Model System that the formulation of Perdes is a demand or initiative that was born from the legislative namely BPD. The BPD proposal received support from the Village Government as well as some elements of the community, because in quantity it is not all the people filed their demands and support. The problem of asset management in the form of clean water management and village potency has become an old problem that the government discussed. The village government as a policy-making actor who is less active in giving opinions is directly proportional to the characteristics of the passive village of Susukan Village. Perdes No. 11 of 2015 on the Establishment of BUM Desa is not implemented as established and agreed upon by the Government. Many things deviate from the Perdes that has been agreed. The run of BUM Desa in Susukan Village is inconsistent with the formulation of BUM Desa’s Village Rules in May 2015. There are internal and external factors that affect the process of formulating BUM Village Establishment Policy in Susukan Village, Sumbang Subdistrict, Banyumas Regency.
