| Abstrak (Bhs. Indonesia) | Fenomena demografi banyak terjadi di negara-negara maju, lajunya pertumbuhan penduduk menjadi isu yang perlu diperhatikan karena padatnya penduduk dibanding luas wilayah negara tersebut. Guna menghadapi ledakan penduduk, pemerintah Cina mulai menggalakan kampanye family planning di awal tahun 1970 yang direalisasikan dalam kebijakan One Child Policy pada masa pemerintahan Deng Xiaoping. Penerapan kebijakan One child policy di Tiongkok dibuktikan dengan adanya bukti otentik dalam perundang-undangannya yang dikeluarkan oleh pemerintah Tiongkok dalam Population and Family Law of the People’s Republic of China (Order of the President No. 63), yang dituangkan ke dalam pasal 18 bab II mengenai Penghargaan dan Jaminan Sosial yang berbunyi “The State maintains its current policy for reproduction, encouraging late marriage and childbearing and advocating one child per couple”. Amerika akan selalu gencar dengan program penegakan HAM-nya, apalagi dampak-dampak yang dihasilkan oleh one child policy menjadikan jalan yang tepat untuk masuk kedalam internal Cina. Untuk itu, Amerika melancarkan berbagai cara untuk mencapai tujuannya. Melihat keikutsertaan Amerika yang semakin meluas dan mencampuri urusan internalnya, Cina melakukan strategi-strategi untuk mengatasi kepentingan tersebut agar tidak terlalu jauh dan membuat pemerintah gusar dengan apa yang dilakukan oleh Amerika sebagai bentuk pencapaian tujuannya. |

Inggris) | The demographic phenomenon occurs in many developed countries, population growth speed is an issue that needs to be considered because of the unbalance of the density of population with the total area of the country. In order to face the population explosion, the Chinese government began promoting family planning campaign in the early 1970s who realized the One Child Policy policy during the reign of Deng Xiaoping. Implementation of policies 'One child policy' in China is evidenced by the presence of authentic evidence in its laws issued by the Chinese government in Population and Family Law of the People's Republic of China (Order of the President No. 63), which is poured into section 18 chapter II about the Awards and Social Security, which reads "the state maintains its current policy for reproduction, encouraging late marriage and childbearing and advocating one child per couple". One child policy, which resulted in human rights violations, America as a country that supports the enforcement of human rights to interfere in its implementation. America not only has interests in the enforcement of human rights but also has several objectives to be achieved by looking at the changes that occur in China. China realized the interfere of America which has been widespread and annoyed they internal business, they perform strategies to address it in order to make it not too far away and make the government upset with the what was done by America as a form of the goal attainment. |
