| Abstrak (Bhs. Indonesia) | Penelitian ini berjudul “Perlindungan Hukum Terhadap Penonton Sebagai Konsumen Jasa Hiburan Akibat Pembatalan Konser Musik Oleh Pihak Promotor Menurut Undang-Undang Nomor 8 Tahun 1999 Tentang Perlindungan Konsumen”. Latar belakang penelitian ini adalah disebabkan tindakan promotor konser yang merugikan penonton sebagai konsumen jasa hiburan akibat pembatalan konser musik dengan tidak mengembalikan uang (refund) tiket yang telah dibeli oleh para penonton konser. Penelitian ini bertujuan untuk mengetahui aspek hukum perlindungan terhadap penonton konser sebagai konsumen dari pelanggaran yang dilakukan oleh pelaku usaha, yakni promotor dalam menyelenggarakan konser musik ditinjau dari Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen. Penelitian ini menggunakan metode penelitian yuridis normatif dengan menggambarkan suatu objek atau peristiwa. Pengumpulan data melalui penelusuran kepustakaan terhadap peraturan perundang-undangan yang terkait. Data diuraikan dalam bentuk teks naratif secara sistematis. Metode analisis data yang digunakan adalah metode normatif kualitatif. Hasil penelitian menunjukan bahwa Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen belum dapat memberikan perlindungan secara sepenuhnya terhadap penonton konser dalam kedudukannya sebagai konsumen jasa hiburan dalam penyelenggaraan konser musik. Hal ini dikarenakan masih banyak terjadi pelanggaran yang dilakukan promotor atas ketentuan pasal dalam Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen yang menimbulkan kerugian bagi penonton konser. Berdasarkan penelitian tersebut, maka pemerintah hendaknya mengambil tindakan tegas ketika ditemukan pelanggaran-pelanggaran, pelaku usaha yakni promotor konser musik yang tidak mengembalikan uang tiket penonton karena konser dibatalkan. Inggris) | This study entitled "Legal Protection Against Audience As Consumer Entertainment Services Due To Cancellation Music Concert By Promoter Party According to Law Number 8 Year 1999 About Consumer Protection". The background of this research is due to the actions of concert promoters harming the audience as entertainment service consumers due to the cancellation of a music concert by not refunding the tickets that have been purchased by the concert audience. This study aims to determine the legal aspects of protection against concert audiences as consumers of violations committed by business actors, namely promoters in organizing music concert in terms of Law Number 8 of 1999 on Consumer Protection. This research uses normative juridical research method by describing an object or event. Data collection through literature searches against relevant legislation. Data is described in the form of narrative text systematically. Data analysis method used is qualitative normative method. The results of the research show that Law Number 8 of 1999 on Consumer Protection has not been able to provide full protection to the concert audience in its position as a consumer of entertainment services in organizing music concerts. This is because there are still many violations committed by the promoters on the provisions of the article in Law Number 8 of 1999 on Consumer Protection that caused losses for the concert audience. Based on these studies, the government should take firm action when found violations, business actors are promoters of music concerts that do not refund the tickets because the concert was canceled.
