| Abstrak (Bhs. Indonesia) | Penelitian ini mengambil judul ‘’Konflik Politik Penegasan Batas Daerah Pemerintah Kota Cirebon dan Pemerintah Kabupaten Cirebon: Study Kasus Kelurahan Sukapura Tahun 2015-2016’’. Penelitian ini bertujuan untuk: 1) Memahami proses konflik politik dalam kasus penegasan batas daerah Kelurahan Sukapura tahun 2015-2016 antara Pemkot Cirebon dan Pemkab Cirebon; 2) Memahami dan memetakan aktor politik Pemkot Cirebon dan Pemkab Cirebon dalam kasus penegasan batas daerah Kelurahan Sukapura tahun 2015-2016; 3) Memahami bentuk, hasil, dan penyebab konflik dalam kasus penegasan batas daerah Kelurahan Sukapura Kecamatan Kejaksan tahun 2015-2016. Metode yang digunakan dalam penelitian ini adalah deskriptif kualtiatif. Jenis penelitian ini adalah studi lapangan dengan menggunakan pendekatan penelitian studi kasus. Penelitian ini dilakukan di Kota Cirebon, Kabupaten Cirebon dan Kelurahan Sukapura Kecamatan Kejaksan dengan sasaran penelitian yaitu Tim Penegasan Batas Daerah (PBD) Kota Cirebon dan Kabupaten Cirebon, DPRD Kota Cirebon dan Kabupaten Cirebon serta tokoh masyarakat Kelurahan Sukapura. Informan yang dipilih dengan teknik purposive sampling, yaitu anggota Tim PBD Kota Cirebon, anggota Tim PBD Kabupaten Cirebon, Ketua Komisi A DPRD Kota Cirebon, Ketua Komisi 1 DPRD Kabupaten Cirebon, Ketua Komplek Setrayasa Kelurahan Sukapura. Data dikumpulkan melalui wawancara mendalam (in-depth interview), studi dokumentasi, dan observasi. Analisis data menggunakan model analisis model interaktif Miles dan Huberman serta teknik triangulasi data untuk menjamin validitas data. Hasil penelitian dapat disimpulkan konflik politik penegasan batas daerah antara Pemkot Cirebon dan Pemkab Cirebon kasus Kelurahan Sukapura tahun 2015-2016 melibatkan dua aktor utama yaitu Pemkot Cirebon dan Pemkab Cirebon serta tiga aktor pendukung Legislatif Kota Cirebon dan Kabupaten Cirebon dan Masyarakat Kelurahan Sukapura. Konflik diawali dengan munculnya draf pertama Permendagri sebagai solsui penyelesaian batas daerah Kota Cirebon dan Kabupaten Cirebon. Penyebab konflik bersumber dari kelima pihak aktor yang terlibat. Bentuk konflik teridiri dari konflik ekopol, konflik isu, dan konflik konstruktif. Konflik ini menimbulkan keretakan internal di Kota Cirebon yang berhujung konflik internal dan proses penegasan batas daerah yang berlarut-larut. |

Inggris) | This research takes the title '' Political Conflicts Confirmation of the Limits of Cirebon City Government and the Government of Cirebon Regency: A Case Study of Sukapura Village Year 2015-2016 ''. This study aims to: 1) Understand the process of political conflict in the case of affirmation of Sukapura Village boundary in 2015-2016 between City Government of Cirebon and Cirebon Regency; 2) To understand and map the political actors of Cirebon and Cirebon Regency Government in case of confirmation of Sukapura Village boundary in 2015-2016; 3) Understanding the forms, outcomes, and causes of conflict in case of affirmation of the boundary of Sukapura sub-district, Kejaksan sub-district, 2015-2016. The method used in this research is descriptive qualitative. This type of research is a field study using a case study research approach. This research was conducted in Cirebon City, Cirebon Regency and Sub-district Sukapura District Kejaksan with the target of research that is the confirmation team of regional boundary (PBD) of Cirebon and Cirebon, DPRD of Cirebon and Cirebon, and community leaders of Sukapura Urban Village. Informants selected by purposive sampling technique, namely members of PBD team Cirebon, members of the team PBD Cirebon, Chairman of Commission A DPRD Cirebon, Chairman of Commission 1 DPRD Cirebon, Chairman Setrayasa Complex Sukapura. Data were collected through in-depth interviews, documentation studies, and observations. Data analysis using interactive model analysis model Miles and Huberman as well as data triangulation techniques to ensure data validity The result of the research can be concluded political conflict of assertion of regional boundary between City Government of Cirebon and Pemkab Cirebon Sukapura Village case year 2015-2016 involving two main actors that is City Government of Cirebon and Cirebon regency and three supporting actors of Legislative City of Cirebon and Regency of Cirebon and Society of Village of Sukapura. The conflict began with the unfinished process of affirmation of regional boundaries between the City Government of Cirebon and Cirebon Regency that has occurred since 1986. The causes of conflict are sourced from the five actors involved. Form of conflict consists of eco-conflict, issue conflict, and constructive conflict. This conflict caused an internal rift in Cirebon City that culminated in internal conflicts and the protracted regional border affirmation process. |
