| Abstrak (Bhs. Indonesia) | Penelitian ini berjudul Komunikasi Internasional dalam Penanganan TKI Terancam Eksekusi Mati di Arab Saudi. Penelitian ini bertujuan untuk mengetahui proses komunikasi internasional yang dibagi menjadi 2 tujuan penelitian terdiri dari, strategi komunikasi internasional dan aktor serta keterlibatannya dalam penanganan TKI yang terancam eksekusi mati di Arab Saudi. Penelitian ini menggunakan metode penelitian kualitatif dengan melakukan analisis studi kasus.Dalam menetapkan informan yang relevan, peneliti menggunakan purposive sampling.Teknik pengumpulan data menggunakan 2 teknik, yaitu wawancara mendalam dan dokumentasi.Peneliti menggunakan teknik triangulasi sumber untuk menguji keabsahan data. Hasil penelitian ini menyimpulkan bahwa strategi yang dilakukan dalam penanganan TKI yang terancam eksekusi mati di Arab Saudi melalui litigasi dan non-litigasi. Aspek litigasi, pemerintah mencari pengacara qualified untuk proses sidang. Aspek non-litigasi menggunakan diplomasi yang dibagi menjadi 2 perspektif yaitu diplomatik dan kulturalistik. Untuk diplomatik melalui jalur first track diplomacy dan second track diplomacy. first track diplomacy berdasarkan hubungan antara pemerintah atau presiden RI dengan Kerajaan Arab Saudi, sedangkan second track diplomacy dilakukan antara kantor perwakilan RI di Arab Saudi kepada lembaga pemaafan lajna ‘affuw wa islahdzatil bayyin sebagai mediator. Perspektif kulturalistik dilakukan ketika pemerintah dibantu oleh lembaga lajna ‘affuw wa islahdzatil bayyin untuk mendapatkan maaf dari keluarga korban dalam kasus ranah qishos. Aktor yang terlibat dalam penanganan, terdiri dari KBRI dan KJRI di Arab Saudi yang berada di bawah Kemlu RI, atase ketenagakerjaan sebagai perwakilan dari Kemenaker RI di kantor perwakilan RI di Arab Saudi, BNP2TKI, dan LSM secara umum. |
| Abtrak (Bhs. Inggris) | This research, entitled International Communication in Handling the Indonesian Workers Threatened by Death Penalty in Saudi Arabia. This research aims to find out the international communication process which divided into two research goals consist of, the international communications strategy and actors also their involvement in handling of Indonesian workers who are threatened by death penalty in Saudi Arabia. This research using qualitative methods with a case study analysis.Determining the relevant informant, using purposive sampling. The data collection technique using two techniques consist of in-depth interviews and documentation. Researcher using source triangulation techniques to test the validity of the data. The results of this study conclude that the strategies used in handling the Indonesian workers who are threatened by death penalty in Saudi Arabia through litigation and non-litigation. In litigation aspect, the government seeks qualified lawyers for the trial process. The non-litigation aspect uses 2 perspectives namely diplomatic and culturalistic perspective. For diplomatic perspective, the strategy through first track diplomacy and second track diplomacy. First track diplomacy based on the relationship between the government or the president of Republic of Indonesia with the Kingdom of Saudi Arabia, while the second track diplomacy implement between the representative office of the Republic of Indonesia in Saudi Arabia to the institution of forgiveness called lajna 'affuw wa islahdzatil bayyin as mediator. Culturalistic perspective used when the government is assisted by the lajna 'affuw wa islahdzatil bayyin institution to get the forgiveness from the victim's family in the qishos domain case. Actors involved in the handling, consisting of the Embassy and Consulate General in Saudi Arabia under the Ministry of Foreign Affairs of Republic of Indonesia (Kemlu RI),, labor attaché as the representative from the Ministry Manpower of Republic of Indonesia in Indonesia representative office in Saudi Arabia (Kemenaker RI), National Agency for Protection and Placement of Indonesian Workers (BNP2TKI), and NGOs in general. |
