| Abstrak (Bhs. Indonesia) | ABSTRAK Masalah pungutan liar di Indonesia, sekarang ini sudah sangat memprihatinkan. Pungutan liar sudah sangat merusak moral bangsa indonesia. Pengawasan yang ada di instansi pelaksana publik masih lemah dan membuka untuk terjadinya praktik pungutan liar, maka kebijakan Reformasi Hukum harus dijalankan untuk memberantas perbuatan pungutan liar yang sangat merugikan bangsa dan negara. Maka penulis melakukan penelitian dengan judul : Implementasi Perpres No. 87 Tahun 2016 Tentang Satuan Tugas Sapu Bersih Pungutan Liar di Wilayah Hukum Polres Pekalongan Berdasarkan uraian di atas, maka dapat dirumuskan permasalahan yang pertama, bagaimana pelaksanaan perpres no. 87 tahun 2016 tentang satgas saber pungli di polres pekalongan? kedua, apa saja hambatan yang dihadapi dalam upaya memberantas pungutan liar oleh satgas saber pungli di polres pekalongan? Berdasarkan hasil penelitian, Perpres No. 87 tahun 2016 tentang satgas saber pungli ini dibentuk untuk menanggulangi dan menganalisis faktor-faktor penyebab terjadinya pungutan liar di Kota Pekalongan. Peneliti melakukan penelitian di Polres Pekalongan. Hasil penelitian yang dicapai menunjukkan bahwa faktor terjadinya pungutan liar yang dilakukan oleh badan pelayanan publik yang berada di wilayah hukum polres pekalongan adalah kurangnya kesadaran masyarakat dan tenaga pelayan publik yang menyimpang sehingga membuka peluang praktik pungutan liar. Upaya pencegahan pungutan liar yang dilaksanakan adalah pertama menggunakan metode Pre-emtif yaitu upaya awal untuk mencegah terjadinya tindak pidana dengan menanamkan norma yang baik pada masyarakat. Metode kedua yaitu upaya preventif dengan tujuan mencegah sebelum terjadinya tindak pidana dengan melakukan sosialisasi, serta upaya terakhir yaitu pencegahan represif dengan penjatuhan hukuman. |
| Abtrak (Bhs. Inggris) | ABSTRACT Now a days the problem about illegal charge is already alorming. Illegal charge already ruin moral of nation. The implementers in public service institution is still weak and it open the cause of illegal charge, therfore the law reformation policy should be executed for combat illegal charge which already harmful for nation and the country its self. The writer did a research with the title : The implementation of perpres n0. 87 of 2016 about the task unit sweep illegal levies in the jurisdiction of the police station pekalongan Based on the explaination above, the problem can be formulated first, how to iplemented the “perpres no. 87 tahun 2016 about satgas saber pungli in polres pekalongan? Second, what is the obstacle that faced in order to give on effort for can bating the illegal charge by satgas saber pungli in polres pekalongan? Based on on research perpres no. 87 tahun 2016 about satgas saber pungli, is made for tacling and analyze the factor that cause illegal charge happened in pekalongan. Research do a research in polres pekalongan the result that already achived, shows the factors that caused illegal charge by public service in polres pekalongan were lack of society awarness and the power of public service staff which are deviate, so it will open the opportunity of illegal charge. The preventive effort of illegal charge are first, use the preventive methode, that is the early effort for prevent criminal act by invest the good norm in society, second the preventive effort by the goals for prevent the things before criminal act happen that can us with sosialisation. The last is, the effort for preventive represive by giving punishment. |
