Indonesia) | ABSTRAK IMPLEMENTASI REFORMASI HUKUM SAPU BERSIH PUNGUTAN LIAR DALAM PENANGANAN PUNGUTAN LIAR DI WILAYAH POLRES PURWOREJO Oleh : AYU RAHMAN SYAFITRI E1A113072 Skripsi ini dibuat untuk membahas mengenai implementasi Peraturan Presiden Nomor 87 Tahun 2016 tentang Satuan Tugas Sapu Bersih Pungutan Liar (Satgas Saber Pungli) dan mengetahui bagaimana kebijakan Satgas Saber Pungli dalam penanganan pungutan liar di wilayah Kepolisian Resor (Polres) Purworejo. Praktik pungutan liar telah merusak sendi kehidupan bermasyarakat, berbangsa, dan bernegara sehingga perlu upaya pemberantasan secara tegas, terpadu, efektif, efisien, dan mampu menimbulkan efek jera yaitu dengan pembentukan Satuan Tugas Sapu Bersih Pungutan Liar. Penelitian ini disusun menggunakan metode pendekatan yuridis sosiologis. Data yang digunakan yaitu data primer dan data sekunder. Data primer diperoleh dari kegiatan wawancara yaitu interaksi antara peneliti dengan responden, yaitu Wakil Kepala Kepolisian Resor Purworejo selaku Ketua Satuan Tugas Sapu Bersih Pungutan Liar di Kabupaten Purworejo. Pada penelitian ini, data sekunder diperoleh dengan melakukan studi kepustakaan. Hasil penelitian menunjukkan bahwa implementasi Peraturan Presiden Nomor 87 Tahun 2016 tentang Satgas Saber Pungli di wilayah Polres Purworejo sudah dilaksanakan sesuai dengan ketentuan yang berlaku. Namun, Pemerintah Daerah dan Satgas Saber Pungli Kabupaten Purworejo belum memberikan sosialisasi kepada masyarakat Kabupaten Purworejo tentang adanya Perpres yang mengatur tentang Satgas Saber Pungli sehingga banyak masyarakat yang belum mengetahuinya dan juga pembentukan Satgas Saber Pungli di Kabupaten Purworejo berjarak sedikit lama dari dikeluarkannya Peraturan Presiden No. 87 Tahun 2016. Kebijakan Penanganan Pungutan Liar di Wilayah Polres Purworejo menggunakan cara penal (hukum pidana) dan non-penal (bukan hukum pidana). Menggunakan cara penal dengan penyelesaian kasus di Pengadilan sedangkan cara penal dengan cara pengembalian hasil pungutan liar kepada korban sebagai bentuk peringatan kepada pelaku agar tidak mengulangi perbuatan pungli tersebut. Inggris) | ABSTRACT THE IMPLEMENTATION OF LEGAL REFORMS SWEEPING ILLEGAL FEES IN THE HANDLING OF ILLEGAL FEES IN THE RESORT POLICE AREA AT PURWOREJO By : AYU RAHMAN SYAFITRI E1A113072 This thesis was made for discussing the implementation of the Presidential Decree Number 87 in 2016 on Clean Sweep of the Task Force of Illegal Fees (Satgas Saber Pungli) and find out how the policy Task Force Clean Sweep of Illegal Fees in the handling of illegal fees in the Resort Police Purworejo. Illegal Payments practices have damaged joints society, nation, and state that needs eradicating explicitly, integrated, effective, efficient, and capable of a deterrent effect, namely the formation of the Task Force Clean Sweep of Illegal Fees. This research is collated using sociological juridical approach. The data used are primary data and secondary data. Primary data were obtained from the interviews that the interaction between researcher and respondent, the Deputy Head of the Police District as Chairman of the Task Force Purworejo Clean Sweep of Illegal Fees in the district Purworejo. In this study, secondary data obtained by performing a literature study. The results showed that the implementation of the Presidential Decree Number 87 in 2016 on a Clean Sweep of the Task Force of Illegal Fees in the area of the Police Station Purworejo already implemented in accordance with applicable regulations. However, Local Government and the Task Force Clean Sweep of Illegal Fees on their Purworejo district has not dissemination to the public of Purworejo about the regulation governing the Task Force on Illegal Fees so many people who do not know and also the establishment of Task Force Clean Sweep of Illegal Payments in the district Purworejo is slightly longer than the issuance of Presidential Decree Number 87 in 2016. Handling Illegal Payments Policy in Region Police Purworejo using manner penal (criminal law) and non-penal (not criminal). Using the method with a penal settlement in a court case, where as penal manner by way of return of illegal payments to victims as a form of warning to the perpetrator in order not to repeat such illegal fees.
