| Abstrak (Bhs. Indonesia) | Keterlibatan Amerika Serikat dalam Trans-Pacific Partnership (TPP) menjadi sebuah anomali mengingat Amerika Serikat mengalami kerugian dalam keterlibatannya dalam FTA-FTA sebelumnya. TPP memiliki karakteristik berupa tidak diikutsertakannya Republik Rakyat China dan keberadaan standar baru dalam isu buruh dan lingkungan yang dikaitkan dengan perjanjian perdagangan. Anomali dan karakterstik ini merujuk pada kepentingan yang ingin dikejar Amerika Serikat. Dalam konteks Republik rakyat Tiongkok meskipun tidak terbukti sebagai sebuah alat pembendungan, TPP memberikan Amerika Serikat keuntungan relatif berupa penyebaran peraturan dan akses pasar. Dalam standar baru, Amerika Serikat bertujuan melakukan reaffirmasi kepemimpinan ekonomi politik global berupa penyebaran standar lingkungan dan buruhnya ke negara lain. Negara anggota TPP akan mengimplementasi aturan di dalamnya sehingga biaya produksi akan naik relatif terhadap biaya produksi di Amerika Serikat. Kenaikan biaya produksi ini menciptakan level persaingan setara bagi Amerika Serikat dengan negara lain, yang merupakan tujuan Amerika Serikat dalam TPP. |
| Abtrak (Bhs. Inggris) | United States involvement in the Trans-Pacific Partnership (TPP) is an anomaly, on how U.S. is losing out from its involvement in previous FTAs. TPP has two distinct characteristics, first is the exclusion of China from its negotiation process and second is its incorporation of new standards that tie labor and environment issues to the trade agreement. These anomaly and characteristics refer to a certain goal that being pursued by U.S. In the context of China, It’s proven that TPP, even if not as an instrument of Containment Policy, give U.S. relative gain in the form of spreading its rule and market access. In the context of new standards, U.S. wants to reaffirm its global political economy leadership in forms of spreading its labor and environment standards to other countries. TPP member countries have to implement the rules, thus production cost will be relatively increased when compared to the U.S cost. This rise in production cost will level the playing field between U.S. and other countries, hence U.S. goal in the TPP. Keywords: Political economy interest, Containment, Reaffirmation. |
