| Abstrak (Bhs. Indonesia) | Penelitian didasari munculnya program relokasi Pedagang Kaki Lima (PKL) di Purwokerto ke Pusat Kuliner Pratistha Harsa. Relokasi PKL meliputi PKL Jl. Pereng yang direlokasi pada 12 Mei 2012 dan PKL Jl. Ragasemangsang yang direlokasi pada 14 Mei 2012. Pada 9 Juni 2012, Pusat Kuliner Pratistha Harsa diresmikan oleh Bapak Bupati Mardjoko. Pasca program diimplementasikan, muncul masalah terkait sepinya Pratistha Harsa. Berdasarkan hal tersebut, perlu kiranya dilakukan evaluasi dari diimplementasikannya program tersebut. Tujuannya, untuk menjelaskan hasil program relokasi PKL ke Pusat Kuliner Pratistha Harsa tersebut. Evaluasi yang digunakan, yaitu evaluasi model Context (apakah tujuan tercapai?), Input (apakah sumberdaya yang tersedia mendukung program dengan baik?), Process (apakah implementasi dilakukan dengan baik?), dan Product (apakah hasil sudah baik?). Penelitian menggunakan metode pendekatan campuran (data kualiatif dan data kuantitatif) berformat deskriptif. Hasil menunjukan, yaitu; 1). Tujuan menata PKL agar tidak lagi berdagang di jalanan belum tercapai. Sebab, pasca lama program relokasi PKL diimplementasikan masih ada PKL yang kembali berdagang di jalan atau di area yang tidak semestinya; 2). Pihak PKL sebagai kelompok sasaran memilih tidak mendukung diimplementasikannya program tersebut, sebab program relokasi PKL tersebut belum bisa menjamin hasil yang baik bagi PKL; 3) Implementasi tidak cukup baik, karena komunikasi kurang toleran dan komunikatif, karakter pihak pelaksana kaku, dan kondisi/ respon kelompok sasaran melakukan perlawanan saat proses relokasi; 4). Hasil program sejauh ini belum baik untuk PKL. Sebab, jumlah pendapatan PKL menurun, karena dimintai uang Rp.2000 perhari oleh pihak yang mengaku Karang Taruna. Sepinya Pratistha Harsa, karena area parkir kurang luas, akses sempit dan lokasi yang tidak terlihat dari jalan raya juga mempengaruhi penurunan pendapatan PKL. |

| Abtrak (Bhs. Inggris) | The research is based on the emergence of a relocation program street vendors in Purwokerto to Pratistha Harsa Culinary Center. Relocation of Street Vendors at Street Pereng relocated on May 12, 2012 and Street Vendors at Street Ragasemangsang relocated on May 14, 2012. On June 9, 2012, Pratistha Harsa inaugurated by Mr. Mardjoko the regent of Banyumas. After program implemented, the problem arises related Pratistha Harsa did not crowded. Based on this, it would need to do an evaluation of the implementation of the program. The purpose is to explain the result of the relocation program of Street vendors to Pratistha Harsa Culinary Center. Evaluation used in this research is model evaluation Context (goal is reached?), Input (whether the resources available to support the program well?), Process (implementation is done well?), And Product (whether the result is good?). Research using a mixed approach (qualitative data and quantitative data) in descriptive format. Results showed; 1). Primary goals to organize a street vendors to didn't trade on undue area has not been reached, because long after the relocation program has been implemented, still any street vendors who returned to trade on undue area; 2). Street vendors as a target groups chose not to support the implementation of the program, because the program does not guarantee a good outcome for street vendors; 3). Implementation is not good enough, because the communication is less tolerant and communicative, the executor rigid character, and condition/ response of target groups is resistance when the relocation process; 4). The results of the program so far has not been good for street vendors especially about a reduce revenue. Street vendors revenue become reduce, because the part of claiming Karang Taruna exact money Rp.2000 to street vendors each day. The quiet of Pratistha Harsa, because the parking area is less extensive, narrow access and location are not seen from the highway, make revenue of street vendors become reduced to. |
