| Abstrak (Bhs. Indonesia) | Tulisan ini bertujuan untuk mendeskripsikan permasalahan rencana pembangunan pabrik semen yang akan menambang beberapa bukit karst yang berada di kawasan Gombong Selatan. Di Kebumen, yakni di Kecamatan Buayan terdapat permasalahan antara PT Semen dan juga warga Buayan yang diakibatkan rencana didirikannya pabrik semen yang bernama PT Semen Gombong terletak di Desa Nogoraji. Permasalahan ini terus terjadi karena warga menganggap dibangunnya pabrik semen yang akan menambang beberapa bukit karst ini dapat merusak fungsi utama karst sebagai penyimpan cadangan air bersih. Kondisi ini pada akhirnya melahirkan gerakan perlawanan warga masyarakat Kecamatan Buayan yang dimotori oleh Komunitas Masyarakat Kawasan Karst (KMKK) Gombong Selatan sebagai kelompok penekan (pressure group) yang memperjuangkan penolakan rencana pembangunan PT Semen Gombong. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus. Data diperoleh dari hasil wawancara, observasi dan dokumentasi. Kemudian data dianalisis menggunakan metode analisis interaktif Miles dan Huberman. Untuk menjamin validitas data, penelitian ini menggunakan teknik triangulasi data. Hasil penelitian ini menunjukkan bahwa gerakan kelompok penekan di Kecamatan Buayan yakni KMKK Gombong Selatan memiliki sifat gerakan yaitu alternative movement karena KMKK hanya mampu merubah sebagian kecil masyarakat untuk bergabung ke dalam KMKK. Pola gerakan KMKK dipengaruhi oleh pergeseran kesempatan politik mengingat permasalahan ini telah terjadi sejak masa Orde Baru sehingga proses perjuangan setelah Orde Baru telihat lebih berani. Selanjutnya strategi gerakan KMKK pada saat perjuangannya lebih kepada diskusi dengan pemerintah mengenai kajian-kajian, dalam penelitiannya penulis juga menemukan gerakan baru yang juga memiliki tujuan yang sama dan juga sering berkoordinasi dengan KMKK yaitu PERPAG. Berbeda dengan KMKK, PERPAG memiliki strategi dalam menolak rencana pembangunan pabrik semen yaitu dengan melakukan aksi seperti demonstrasi maupun orasi di depan tapak pabrik maupun di depan kantor-kantor pemerintah terkait. Upaya-upaya telah dilakukan KMKK Gombong Selatan dan PERPAG menolak rencana pembangunan PT Semen Gombong, namun hingga sekarang permasalahan belum mencapai titik terang. Pemerintah juga belum terlihat memberikan solusi maupun resolusi yang jelas atas permasalahan rencana pembangunan PT Semen Gombong ini. Begitu juga solusi yang diberikan PT Semen Gombong belum menyelesaikan permasalahan hingga saat ini. |
| Abtrak (Bhs. Inggris) | This study aimed to describe the problems of cement plant construction plan that will mine some karst hills in the area of South Gombong. In Kebumen, which is in the district of Buayan there are problems between PT Semen and also citizens of Buayan caused the establishment of a cement factory plans called PT Semen Gombong located in the village Nogoraji. This problem continues to occur because the residents consider the construction of a cement factory which will mine some karst hills may damage the main function as a storage backup karst water. This condition eventually gives rise to resistance movements residents District of Buayan led by Communities Karst (KMKK) South Gombong as pressure groups (pressure group) who fight rejection of the development plan of PT Semen Deal.The method used is qualitative method with case study approach. Data obtained from interviews, observation and documentation. Then the data were analyzed using the method of Miles and Huberman interactive analysis. To ensure the validity of the data, this study uses data triangulation technique. The results showed that the movement of pressure groups (pressure group) in District Buayan namely KMKK South Gombong have properties that movement because KMKK only alternative movement capable of changing a small part of society to join KMKK. KMKK movement patterns are influenced by shifting political opportunities considering these problems have been going on since the New Order so that the process of struggle after the New Order aesthetically more daring. The second pattern is the educated elite who continue to fight for the interests KMKK rejected the development plan of PT Semen, the elite as well as the coordinator of KMKK namely Supriyono. Further strategies KMKK movement during the struggle over the discussions with the government regarding the studies are like EA, in a study authors also found a new movement that also have the same purpose and are also often coordinate with KMKK that is PERPAG. Unlike the KMKK that the strategy is more on the study, PERPAG have rejected the strategy in cement plant construction plan is to conduct a demonstration and speech in front of a tread mill or in front of the government offices concerned. Attempts have been made KMKK South Gombong and PERPAG rejected the development plan of PT Semen Deal. But until now the problems have not ended and achieve a bright spot. The government also has not seen to provide solutions and a clear resolution to the problems of development plan of PT Semen Gombong. So is the solution given PT Semen Gombong not solve the problems until today. |
