Abstrak (Bhs. Indonesia)Usaha kecil dan menengah (UKM) merupakan salah satu kekuatan pendorong pembangunan ekonomi Indonesia. Salah satu sektor UKM yang berkontribusi cukup tinggi adalah produk makanan berjenis roti. Namun, UKM roti tersebut masih mempunyai banyak permasalahan terutama dalam kemampuan manajerial disebabkan oleh rendahnya tingkat SDM. Pemberdayaan UKM harus dilakukan melalui program khusus untuk menerapkan sistem manajemen mutu, berupa perekaman suatu dokumen secara terstruktural dan berfokus pelanggan agar bersaing ketat di era MEA. Dengan terlaksananya program pendampingan dan pelatihan Sistem Manajemen Mutu pada UKM roti yang terpilih bersama pihak akademisi dan BSN di Purwokerto, Kabupaten Banyumas. Penelitian ini bertujuan mengetahui dan menganalisis strategi pemberdayaan UKM roti melalui fungsi penerapan SNI ISO 9001:2008 di wilayah tersebut, menggunakan metode pengambilan keputusan AHP (Analytical Hierarchy Process) dengan memperhatikan persepsi, preferensi dan pengalaman pihak-pihak yang terlibat dalam UKM dan penerapan SNI yang dibentuk dalam susunan hierarki meliputi kriteria aktor, faktor, sasaran dan strategi. Hasil perhitungan dari survei menunjukkan perhitungan nilai EV (eigen value) paling besar dari strategi pemberdayaan UKM roti yaitu melalui kerjasama antara pihak stakeholders (terdiri dari UKM, Universitas dan Pemerintah Daerah) sebesar 0,61 dan kedua sosialisasi dan pendampingan SNI bersama BSN dan Universitas bernilai dan 0,38.
Abtrak (Bhs. Inggris)Small-Medium Enterprises is one of prosperous instrument to provide the development of economic in Indonesia. One of economic sector that gave a high contibution was from bakery. However, those bakery small enterprises still has many problems such as management control because lackness of human resource’s competency. To manage all of case, a small enterprise is have to applying a quality management system which is recording a structural documents and focusing to maintain the consumer, as an anticipation through competition in the era of Asean Economic Community (AEC) recently. The quality management system would done by assembling the standarization of SNI. As the program of socialization and training about Quality Managament System has carried out for some of bakery small enterprises that situated in Purwokerto, Banyumas District. This research aims to know and analyze the best of improvement strategic by maintaining a function an application of SNI ISO 9001:2008 in that district using one of decision-making methode of AHP. According from point of view such as perception, preference and experience in those parties that arranged into a hierarcichal form, which include some of characteristics made by actors, factors, purpose and strategy. This research and survey’s results indicates a measurement of the biggest eigen value from both of competitiveness strategy which is alliance the stakeholder’s party 0.61 and associate the socialization of SNI with both of University and BSN has conducted with eigen value 0.38.
