| Abstrak (Bhs. Indonesia) | Artikel berdasarkan hasil penelitian ini bertujuan untuk : 1) memahami dan mendeskripsikan bagaimana relasi kuasa dalam pembangunan Ruang Terbuka Hijau (RTH) Glempang di Kecamatan Purwokerto Utara, Kabupaten Banyumas; 2) mengetahui mengapa tidak tercapai konsensus dalam pembangunan RTH Glempang dari perspektif politik lingkungan. Penelitian ini menggunakan metode penelitian kualitatif dan pendekatan studi kasus. Hasil penelitian ini menemukan bahwa relasi kuasa dalam pembangunan RTH Glempang muncul dari benturan kepentingan antara Pemerintah Kabupaten Banyumas dan Masyarakat. Pemerintah yang ingin membangun RTH menekan masyarakat melalui relasi kuasa formal dan posisional berdasarkan otoritas yang mereka miliki. Di lain sisi masyarakat yang menolak akhirnya berhasil menekan balik melalui pendekatan relasi kuasa reputasional dengan kuasa Local Strongman dibelakang mereka. Penelitian ini juga menemukan bahwa tidak terciptanya konsensus disebabkan oleh tidak adanya niat dari masyarakat untuk bernegosiasi dengan Pemerintah untuk membahas pembangunan RTH Glempang. |
| Abtrak (Bhs. Inggris) | This based-research articles is aims at to: 1) understood and described about power relations in the construction of Glempang green open space (GOS) in subdistrict Purwokerto Utara of District Banyumas; 2) knows why the consensus in the construction of Glempang GOS is not reached by the political environtment perspective. This research used the qualitative research methode with the case study approach. The result of this research found that power relations in the Glempang GOS stems from the clash of interest by the government of District Banyumas and the Civil Society. The Government who wanted to constructing the Glempang GOS pushed the Civil Society by the power of the formal and positional relations power according to their authorities. In other side the Civil Soceity who refused the construction pushed back and finally succesfull to unallowed the GOS construction by the power of reputational relations power by the Local Strongman beyond them. This research also found that consensus was not reached becaused the Civil Society have not determined to negotiating the construction of Glempang GOS with the Government. |
