| Abstrak (Bhs. Indonesia) | Penelitian ini berjudul “ANALISIS SEKTOR-SEKTOR POTENSIAL DI KABUPATEN PURBALINGGA TAHUN 2004 - 2013 ( PENDEKATAN STATIC LOCATION QUOTIENT DAN DYNAMIC LOCATION QUOTIENT )”. Penelitian ini bertujuan untuk mengetahui apa sajakah sektor yang merupakan sektor basis atau potensial untuk di kembangkan di Kabupaten Purbalingga yang nantinya dapat dijadikan sebagai referensi prioritas pembangunan yang tepat di Kabupaten Purbalingga.Penelitian ini dilakukan dengan menggunakan metode analisis static location quotient (SLQ)dan dynamic location quotient(DLQ). Hasil dari analisis SLQ yaitu menunjukan bahwa di Kabupaten Purbalingga terdapat beberapa sektor ekonomi basis karena mempunyai hasil SLQ > 1.Sektor tersebut yaitu sektor pertanian, sektor, bangunan, sektor pengangkutan dan komunikasi, sektor keuangan persewaan & jasa perusahaan dan sektor jasa-jasa. Sedangkan sektor pertambangan & penggalian, sektor industri pengolahan, sektor listrik, gas & air bersih, sektor perdagangan, hotel & restoran bukan merupakan sektor basis di Kabupaten Purbalingga karena mmpunyai hasil perhitungan SLQ < 1. Sedangkan menurut hasil perhitungan dari DLQ yang dikombinasikan dengan SLQ maka menunjukan terdapat empat sektor yang maju dan tumbuh dengan pesat (sektor pertanian, sektor bangunan, sektor keuangan persewaan & jasa perusahaan, sektor jasa-jasa). Satu sektor maju tapi tertekan (sektor pengangkutan & komunikasi). Kemudian terdapat tiga sektor potensial atau masih dapat berkembang (sektor pertambangan & penggalian, sektor industri pengolahan, sektor perdagangan, hotel & restoran). Namun di Kabupaten Purbalingga juga masih terdapat sektor yang relatif tertinggal karena mempunyai hasil rata- rata DLQ<0 dan SLQ<1 selama sepuluh tahun penghitungan. Sektor tersebut adalah sektor listrik gas & air bersih. Implikasi dari penelitian ini adalah Pemerintah Kabupaten Purbalingga diharapkan memprioritaskan atau memberi perhatian pada sektor yang maju dan tumbuh dengan pesat seperti sektor pertanian, sektor bangunan, sektor keuangan persewaan & jasa perusahaan, sektor jasa-jasa. Contohnya untuk sektor pertanian, untuk lebih memajukan sektor pertanian pemerintah harus menyediakan sarana produksi pertanian yang mudah diakses oleh para petani.Program kebijakan yang dibuat hendaknya juga tidak hanya memperhatikan sektor yang sudah unggul saja melainkan perlu memberi perhatian terhadap sektor yang masih nonbasis sehingga sektor tersebut dapat lebih berkembang dan dapat mencukupi kebutuhan yang diharapkan akan meningkatkan pdrb Kabupaten Purbalingga. |
| Abtrak (Bhs. Inggris) | This research entitled "ANALYSIS OF POTENSIAL SECTORS IN PURBALINGGA REGENCY YEAR 2004 - 2013 (STATIC LOCATION QUOTIENT AND DYNAMIC LOCATION QUOTIENT APPROACH)". The purpose of this research is to find out which is sector basis and potential to be developed in Purbalingga Regency that can later be used as a reference development priority in Purbalingga Regency. This research was conducted using methods analysis static location quotient (SLQ) and dynamic location quotient (DLQ). Results of the analysis SLQ showed in Purbalingga there are several basis economic sectors because have for results SLQ > 1. These sectors namely agriculture sector,construction sector, transport and communications sector, financial leasing & services company and the services sector. While mining and quarrying sector, manufacturing sector, electricity sector, gas & water supply sector, trade, hotels & restaurants sectoris not sector basis in Purbalingga because have calculation results SLQ < 1. Meanwhile, according to the results of the calculation of the DLQ combined with SLQ then revealed that there are four advanced and rapidly growing sectors (agriculture sector, construction sector, financial leasing and services companies sector, the services sector). There one advanced but depressed sector ( transport and communications sector). Then there are three potential sectors or they may develop (mining and quarrying sector, manufacturing sector, trade, hotels and restaurants sector). But in Purbalingga also there are a sector that are lagging behind because they have average results DLQ <0 and SLQ <1 for ten years counting. The sector is the electricity, gas and water sector. The implications of this study are expected Purbalingga regency government to prioritize or give attention to the sectors of advanced and rapidly growing sectors such as agriculture, construction sector, financial leasing and services companies sector, services sector. Examples for the agricultural sector, to further promote the agricultural sector the government should provide the means of agricultural production which is easily accessible by farmers. Program policies are made should also not only pay attention to a sector that is already superior, but both need to give attention to a sector that is still nonbasis so that the sector can be developed and can meet demand that can expected will increase Purbalingga Regency GDRP. |
