| Abstrak (Bhs. Indonesia) | Penelitian berjudul “Evaluasi Implementasi Program Car Free Day Kota Bogor” ini bertujuan untuk mendeskripsikan dan menganalisis efektifitas implementasi serta untuk menganalisis faktor-faktor yang mempengaruhi program Car Free Day Kota Bogor. Penelitian menggunakan metode kualitatif-deskriptif dengan mengambil lokasi penelitian di Kepolisian Resor Bogor Kota dan juga di Kelurahan Sempur yang menjadi area Car Free Day. Hasil penelitian menunjukkan implementasi program ini belum berjalan dengan efektif, dan program ini belum dapat mengurangi pencemaran udara di Kota Bogor dan belum dapat memberikan pemahaman kepada masyarakat mengenai efisiensi penggunaan kendaraan pribadi. Saat ini belum ada koordinasi di lapangan antara Satlantas Polres selaku pelaksana sekaligus inisiator program dengan DLLAJ dan juga instansi lain. Analisis mengenai faktor-faktor yang mempengaruhi implementasi menunjukkan bahwa komunikasi secara vertikal ke bawah berupa sosialisasi program yang belum efektif mempengaruhi pemahaman masyarakat terhadap tujuan program, yang pada akhirnya mempengaruhi pencapaian tujuan program ini. Belum adanya kebijakan teknis dalam bentuk peraturan daerah maupun peraturan walikota menyebabkan koordinasi antara Satlantas Polres dengan instansi lain belum dapat terbentuk. Agar Car Free Day ini dapat berjalan dengan baik, diharapkan kebijakan teknis mengenai program ini dapat segera dibentuk. Hal lainnya adalah dengan cara menjadikan car free day sebagai program dari Forum Lalu Lintas dan Angkutan Jalan Kota Bogor, dan terintegrasi dengan program penanganan dampak lalu lintas lainnya. |

Inggris) | The research about “Implementation’s Evaluation of Bogor City’s Car Free Day Program” aimed to describe and to analyze the effectivity of Car Free Day’s implementation and to analyze the influencing factors of the program itself. For the research method, researcher used the qualitative-descriptive method. The result shows that program’s implementation has not yet effective. This policy are not able yet to reduce the pollution’s level in Bogor City and not able yet to shifting the people’s tendency of private motorized vehicle usage. Until recent day, there is no coordination between Traffic Unit of Bogor City Police Department as implementor and Department of Traffic and Highway Transportation of Bogor City (DLLAJ). The coordination among Traffic Unit of Bogor City’s Police Department and other institution also has not been established. The analysis about influencing factors of the implementation shows that the to-down vertical communication, which is socialization, is ineffective. The ineffective socialization of this program has been influenced the people’s understanding of the program objectives, and lead to unaccomplished program objectives. The technical policy regarding to this program has not been formulated. As the consequence, the coordination among Traffic Unit of Bogor City Police Department and the other institution has not been established. Intended for the good implemented program, the implementor have to form technical policy like local regulation, or city major instructions. Another option is to integrating car free day with other traffic effect control programs from Traffic and Highway Transportation Forum of Bogor City. |
