| Judul Artikel | PENGARUH KOMUNIKASI SUMBERDAYA DISPOSISI DAN STRUKTUR BIROKRASI TERHADAP IMPLEMENTASI ELECTRONIC GOVERNMENT PADA WEBSITE PEMERINTAH KOTA BOGOR |
| Abstrak (Bhs. Indonesia) | Electronic Government adalah penggunaan teknologi informasi (internet) untuk meningkatkan efisiensi, efektivitas, transparansi dan akuntabilitas pemerintah. Bogor mengaplikasikan konsep e-Government untuk mewujudkan Bogor sebagai Kota yang Cerdas (Smart City), dibutuhkan proses pelaksanaan yang baik, tapi dalam implementasi e-Government pada website Kota Bogor belum berjalan optimal. Penelitian ini mengkaji Implementasi, mengacu pada teori Implementasi George Edward III yang terdiri dari Variabel Komunikasi, Sumberdaya, Disposisi, dan Struktur Birokrasi. Hipotesis dalam penelitian ini yaitu terdapat pengaruh yang signifikan antara Komunikasi, Sumberdaya, Disposisi, dan Struktur Birokasi terhadap Implementasi Kebijakan. Metode penelitian yang digunakan adalah metode survey, dan teknik analisis dengan menggunakan korelasi Kendall Tau-b, konkordansi Kendall W, dan Regresi Ordinal. Hasil analisis statistik membuktikan terdapat pengaruh positif dan signifikan antara komunikasi terhadap implementasi dengan nilai koefisien regresi sebesar 21.765, yang signifikan pada taraf 0,16, serta koefisien determinan sebesar 21,6%. Terdapat pengaruh positif dan signifikan antara sumberdaya terhadap implementasi dengan nilai koefisien regresi sebesar 25.604, yang signifikan pada taraf 0,006, serta koefisien determinan sebesar 30,9%. Terdapat pengaruh positif dan signifikan antara disposisi terhadap implementasi dengan nilai koefisien regresi sebesar 23.626, yang signifikan pada taraf 0,52, serta koefisien determinan sebesar 20,3%. Terdapat pengaruh positif dan signifikan antara struktur birokrasi terhadap implementasi dengan nilai koefisien regresi sebesar 15.486, yang signifikan pada taraf 0,035, serta koefisien determinan sebesar 12,1%. Terdapat pengaruh positif dan signifikan secara bersama-sama antara komunikasi, sumberdaya, disposisi, dan struktur birokrasi terhadap implementasi dengan nilai koefisien regresi sebesar 51.170, yang signifikan pada taraf 0,01, serta koefisien determinan sebesar 60,9%. Berdasarkan hasil penelitian dapat disimpulkan, terdapat pengaruh positif dan signifikan antara komunikasi terhadap implementasi; sumberdaya terhadap implementasi; disposisi terhadap implementasi; struktur birokrasi terhadap implementasi; serta pengaruh positif dan signifikan secara bersama-sama antara komunikasi, sumberdaya, disposisi, dan struktur birokrasi terhadap Implementasi Electronic Government di Kota Bogor. |
| Abtrak (Bhs. Inggris) | Electronic Government is an internet uses to improve the efficiency, effectiveness, transparency and accountability of the Government. Bogor City applied the concept of e-Government to achive as a smart city. To achieve that goal required a good implementation process, but in reality the electronic government implementation on Bogor City government website not running optimally. This research examines the implementation, refers to theory of Implementation George Edward III consisting of Variable Communication, Resources, Disposition, and Bureaucratic Structure. The hypothesis in this research is there is a positive influence and significant between Communication, Resources, Disposition, and Structure Bureaucracy jointly against Implementation. Survey approach is the methods used, and analysis techniques using Kendall Tau-b correlation, concordance Kendall W, and Ordinal Regression. The results of statistical analysis proves that there is a positive influence and significant between communication against implementation with the value of regression coefficient 21.765, significant extent 0,16, and determinant coefficient 21,6%. The results of statistical analysis proves that there is a positive influence and significant between resources against implementation with the value of regression coefficient 25.604, significant extent 0,006, and determinant coefficient 30,9%. The results of statistical analysis proves that there is a positive influence and significant between disposition against implementation with the value of regression coefficient 23.626, significant extent 0,52, and determinant coefficient 20,3%. The results of statistical analysis proves that there is a positive influence and significant between bureaucratic structure against implementation with the value of regression coefficient 15.486, significant extent 0,035, and determinant coefficient 12,1%. The results of statistical analysis proves that there is a positive influence and significant between communication, resources, disposition, and structure bureaucracy jointly against implementation with the value of regression coefficient 51.170, significant extent 0,01, and determinant coefficient 60,9%. Based on the results of the research it can be concluded that there is a positive influence and significant between communication against implementation; resources against implementation; disposition against implementation; bureaucratic structure against implementation; and a positive influence and significant between communication, resources, disposition, and structure bureaucracy jointly against implementation. |
