| Abstrak (Bhs. Indonesia) | PURWOTO, Program Studi Manajemen Program Pasca Sarjana Universitas Jenderal Soedirman “ Analisis Faktor-Faktor Yang Mempengaruhi Kinerja Kantor Pertanahan Kabupaten Banjarnegara”. Komisi Pembimbing Hj.Wiwiek R.Adawiyah, M.sc, Ph.D. dan Dr.Adi Indrayanto, SE, M.Sc. Tujuan penelitian adalah untuk mengetahui faktor-faktor yang mempengaruhi kinerja Kantor Pertanahan Kabupaten Banjarnegara dan untuk memberi rekomendasi kepada Kepala Kantor Pertanahan Kabupaten Banjarnegara guna mengatasi permasalahan yang dihadapi. Permasalahan yang dihadapi Kantor Pertanahan Kabupaten Banjarnegara yaitu penyelesaian layanan pertanahan yang belum tepat waktu sesuai dengan ketentuan dan rendahnya produktifitas sertipikat hak atas tanah. Dalam penelitian ini, peneliti menggunakan action research dengan pendekatan kualitatif. Model penelitian menggunakan Organization Level Diagnostic Model yang dikembangkan oleh Cumming and Worley (2005), dalam diagnosis model ini peneliti meneliti faktor-faktor yang mempengaruhi kinerja, baik dari internal maupun eksternal Kantor Pertanahan Kabupaten Banjarnegara. Teknik pengumpulan data utama menggunakan Focus Group Discusion (FGD) sedangkan dalam penentuan para informan menggunakan purposive sampling. Analisis data menggunakan teori Miles dan Huberman (1992), yaitu aktifitas dalam analisis data kualitatif dilakukan secara interaktif dan dilakukan secara terus menerus sampai tuntas. Hasil penelitian menunjukan bahwa faktor-faktor yang mempengaruhi kinerja Kantor Pertanahan Kabupaten banjarnegara disebabkan karena faktor internal dan eksternal. Faktor internal, yaitu kualitas database spatial Geo KKP rendah, kurangnya kualitas dan kuantitas Sumber Daya Manusia (SDM), pelayanan front office belum responsif dan penggunaan jaringan Information Technology (IT) belum optimal. Faktor eksternal terdiri : jumlah PPAT masih kurang, tidak ada satupun camat (ex-officio) yang mengajukan menjadi PPATS, animo masyarakat dalam mensertipikatkan tanahnya masih rendah. Berdasarkan hasil kesimpulan, maka dalam upaya meningkatkan efektifitas Kinerja Kantor Pertanahan Kabupaten Banjarnegara, peneliti merekomendasikan faktor internal yaitu: perbaikan kualitas database spatial Geo KKP dengan Geographic Information Mapping (GIM) lapang, penggunaan surveyor berlisensi untuk pengukuran bidang tanah, peningkatan kualitas SDM petugas loket front office dan diklat, penataan kelengkapan front office, pengadaan peta tematik zoning jaringan provider. Sedangkan faktor ekternal yaitu : penambahan jumlah PPAT/Notaris, camat menjadi PPATS, penyuluhan pertanahan kepada masyarakat di desa-desa. |

Inggris) | A SUMMARY PURWOTO, program of Study Program Management post-graduate Jenderal Sudirman University “Analysis of The factors that influence The performance Land Office Banjarnegara Regency". The Commission Adviser Hj. Wiwiek R. Adawiyah, m. Sc, Ph.D. and Dr. Adi Indrayanto, SE, M.Sc. The aim of the research is to know these factors which influence the performance Land Office Banjarnegara Regency and to make recommendations to the Land Office Banjarnegara Regency to overcome problems that need to be addressed. Problems faced by Land Office Banjarnegara Regency that land settlement services which have not yet been on time in accordance with provisions and low productivity certificate over land rights. In this research, researchers used action research with the qualitative research approach. Methodology of the research is Organization Level Diagnostic model that has been developed by Cumming and Worley (2005), in the diagnosis, researcher examined factors which affect performance, both from internal and external Banjarnegara Regency Land Office. Technique of Data collection used Focus Group Discussion (FGD) while in determining the informers used purposive sampling. To analysis of data, theory Miles and Huberman on (1992) was used, the activities of analyzing of the data was done interactively and been conducted on a regular basis to complete. Results of research show that these factors influence the performance of Land Office Banjarnegara Regency because of internal and external factors. The Internal factors are low quality of database spatial Geo KKP, lack of Human Resources (HR) , service of front office network usage has not been responsive and Information Technology is far from optimal.) External factors consist of : lack of number of PPAT, there is no sub-district (ex-officio) that put forward to PPATS, society interest in land certification is still low. Based on the result conclusion, in an effort to enhance the effectiveness performance Land Office Banjarnegara Regency, researcher recommends internal factors, namely: improving database spatial Geo KKP with Geographic Information Mapping (GIM) spacious, using surveyor licensed to the measurement of land, increasing the human resource quality in the ticket window front office and training, ordering the front office thematic map a zoning program, providing the procurement network provider. Meanwhile, the external factors are increasing the number of PPAT,/Notary, head of the sub-district to PPATS, and land socialization to people in the villages.
