| Abstrak (Bhs. Indonesia) | Klinik Voluntary Concelling and Testing atau VCT merupakan layanan konseling dan testing HIV secara sukarela, bersifat rahasia dan tidak dipungut biaya, tujuan utamanya adalah untuk mendeteksi dini seseorang yang terinfeksi Virus HIV. Kabupaten Banyumas tidak lepas dari ancaman penyebaran Virus HIV, maka pemerintah daerah membuat kebijakan penanggulangan dengan mendirikan Klinik VCT di RSUD. PROF. DR. Margono Soekarjo. Penelitian ini menggunakan pendekatan kuantitatif. Teknik pengambilan sampel yang digunakan adalah simple random sampling dengan jumlah kelompok sasaran yakni 67 orang. Metode pengumpulan data menggunakan kuesioner, dokumentasi, dan wawancara. Metode analisis data menggunakan Tabulasi Silang, Kendall Tau dan Regresi Ordinal. Hasil penelitian ini menunjukan bahwa Efektivitas Implementasi Kebijakan Klinik VCT yang diukur melalui indikator tingkat komitmen pemerintah dan ketepatan tujuan kebijakan tergolong baik yakni 58,2 persen untuk tingkat komitmen pemerintah dan 47,8 persen untuk ketepatan tujuan kebijakan. Untuk uji Pengaruh Variabel Respon Kelompok Sasaran (X1) diperoleh koefisien korelasi sebesar 0.406 yang signifikan pada taraf 0.001 terhadap Efektivitas Implementasi Kebijakan (Y); pengaruh Kemampuan Organisasi Pelaksana (X2) diperoleh koefisien korelasi sebesar 0.323 yang signifikan pada taraf 0.001 terhadap Efektivitas Implementasi Kebijakan (Y); dan Daya Dukung Lingkungan (X3) diperoleh koefisien korelasi sebesar 0.383 yang signifikan pada taraf 0.001terhadap Efektivitas Implementasi Kebijakan (Y). |

Inggris) | Clinical Voluntary Counseling and Testing or VCT is a voluntary work of counseling and HIV testing, confidential and free of charge, its primary purpose is to facilitate early detection of a person infected with the HIV virus. Banyumas Regency is not free from the spreading threat of HIV Virus, the local government finally made a policy of prevention by establish VCT Clinic in RSUD. PROF. DR. Margono Soekarjo.This study uses a quantitative approach. The sampling technique used was simple random sampling with the target group of 67 people. Data collected by using questionnaires, documentation, and interview methods. Methods of data analysis by using Cross Tabulation, Kendall Tau and Ordinal Regression. These results indicate that the VCT Clinic's Policy Implementation Effectiveness is measured through government level of commitment's indicator and the accuracy is quite good by achieves 58,2 percent for the government commitment's level and 47,8 percent for the accuracy of policy objectives. To test the Effect of Variable Response Target Group (X1) correlation coefficient obtained for 0.406 were significant at the level of 0.001 for the Effectiveness of Policy Implementation (Y); the effect from Implementing Organization's Ability (X2) correlation coefficient obtained for 0.323 were significant at the level of 0.001 for the Effectiveness of Policy Implementation (Y); and Environment Capability (X3) obtained a correlation coefficient of 0.383 which is significant at the level of 0.001 for the Effectiveness of Policy Implementation (Y). |
