| Abstrak (Bhs. Indonesia) | Artikel hasil penelitian ini bertujuan untuk menjelaskan dan mengetahui poitik implementasi dari Perbup N0.49 Tahun 2012 tentang Penataan dan Pembinaan Pasar Tradisional, Pusat Perbelanjaan dan Toko Modern di Kabupaten Garut. Dengan menggunakan metode kualitatif dan pendekatan non-possitivisme dalam bingkai perspektif konstukvisme. Hasil penelitian tersebut mengungkapkan bahwa berdasarkan penelitian di tiga kecamatan di Kabupaten Garut implementasi Perbup No.49 Tahun 2012, belum berjalan dengan baik. Pengusaha toko modern yang mangkir izin merupakan salah satu faktor bertambahnya minimarket di Kabupaten Garut. Minimarket yang beroperasi secara ilegal ini perlu segera mendapat tindakan dari pemerintah daerah. Selain itu pelanggaran jam operasional yang melebihi waktu yang ditentukan dalam perda, belum mendapat sanksi yang jelas. |

Inggris) | This research aim to explain and know the politic implementation Regent Number 49 in 2012 Abaut Structuring and Construing of Traditional Market, Shopping Center and Modern Stores in Garut. By using a qualitative method and non-positivism method approach in the framework of the constucvism perspective and the non-positivism paradigm, the result of the research reveals that the lack of preparedness of the region, especially in the early days of the transfer of authority. Particularly the Garut City, in carrying out the Regent Number 49 in 2012 Abaut Structuring and Construing of Traditional Market, Shopping Center and Modern Stores in Garut. Have not run well. Modern store entrepreneur permission is one of the factors increasing minimart in Garut. Stores that operate illegally this need soon gets the action of the local government. In addition to this breach of operating hours in excess of the specified time in Perda, haven't gotten a clear sanctions. |
