| Abstrak (Bhs. Indonesia) | Ability dan willingness to pay (ATP-WTP) merupakan salah satu faktor yang mempengaruhi seseorang mengikuti jaminan kesehatan. Penelitian bertujuan untuk menganalisis ATP dan WTP responden terhadap premi BPJS kesehatan. Jenis penelitian adalah deskriptif kuantitatif dengan pendekatan cross-sectional. Pengumpulan data melalui wawancara dengan kuesioner. Jumlah populasi sebanyak 6.512 pekerja penderes gula kelapa, jumlah sampel 105 responden, diambil melalui teknik Simple random sampling. Data dianalisis secara deskriptif untuk melihat kesesuaian antara ATP, WTP dan premi BPJS kesehatan. ATP dan WTP dihitung dengan menggunakan perhitungan disposable income. Hasil penelitian menunjukkan rata-rata ATP 1 yaitu sebesar Rp. 61.203,00 (perkeluarga) dan ATP 2 yaitu sebesar Rp. 231.444,00 (perkeluarga), sedangkan WTP yaitu sebesar Rp. 36.679,00 (perkeluarga). Secara keseluruhan hasil analisis Penderes gula kelapa memiliki WTP < ATP 1 < ATP 2 dalam satu keluarga. Sedangkan berdasarkan premi per keluarga dengan rata-rata 2 anggota dan 4 anggtota keluarga ATP 2 lebih besar dari premi sedangkan WTP lebih rendah dari premi. Pemerintah seharusnya merumuskan kembali premi BPJS dalam respon terhadap karakteristik yang unik (pendapatan sektor informal) penderes gula kelapa dalam rangka mendukung pelaksanaan universal health coverage pada tahun 2019.

| Abtrak (Bhs. Inggris) | ATP and WTP influence health insurance enrollment for the uninsurance. the study was aimed to analyze ATP and WTP of BPJS health premiums. Particulary among palm sugar farmers. It was is quantitative descriptive study with cross-sectional study approach from 6512 palm sugar farmers and 105 respondents had been surveid by using simple random sampling. ATP and WTP were calculated by using disposable income measurement. Study result showed that the mean of WTP 1 was Rp. 61203.00 (for family) and the mean of ATP 2 was Rp. 231,444.00 (for family), while WTP was Rp. 36679.00 (for family). It from that WTP <ATP 1 <ATP 2 in palm sigar farmers household. More over for household with 2 and 4 members the ATP 2 was higher than the premium, while the WTP was lower than the premium. The goverment should reformulated BPJS premiums in the respond to the unique characterictic palm sugar farmers (informal sector income) in order to support the implementation of universal health coverage by 2019.
