(Study on Government and Private Hospital in Purbalingga)
Abstrak (Bhs. Indonesia)The aims of research were to analyze the performance level of government and private hospital in Purbalingga based on Total Performance Scorecard (TPS) measurement and to analyze the significant difference between performance level of government hospital and private hospital in Purbalingga. This research was conducted at the area of RSUD dr. R. Goeteng Taroenadibrata as the government hospital, which located at Jl. Tentara Pelajar No 22, Purbalingga, and RSU Harapan Ibu as the private general hospital which located at Jl. Mayjen. Sungkono No. 1, Kalikabong, Kalimanah, Purbalingga. The method of this research was survey with purposive sampling technique. Population of this research was divided into four groups as follows: 1). All employees of RSUD dr. R. Goeteng Taroenadibrata as the government hospital in Purbalingga is 605 people; 2). All patients of RSUD dr. R. Goeteng Taroenadibrata Purbalingga is 10,729 people; 3). All employees of RSU Harapan Ibu as the private general hospital in Purbalingga is 308 people and 4). All patients of RSU Harapan Ibu Purbalingga is 6,782 people. Based on the result of purposive sampling, it was found the sample size of 86 employees and 100 patients of RSUD dr. R. Goeteng Taroenadibrata as the government hospital in Purbalingga, and 76 employees and 100 patients of RSU Harapan Ibu as the private general hospital in Purbalingga. The technique data analyses used in this study were one sample t-test and independent sample t-test.
Based on the result of data analysis, it be concluded that based on the perceptions of employees and patients, performance level of government and private hospital measured by Total Performance Scorecard (TPSC) was in a good category, and so based on the employees’ perception, performance level of government hospital was better than the performance level of private hospital, while refers to the patients’ perception, performance level of private hospital was better than the performance level of government hospital. So there was a significant difference between performance level of government hospital and private hospital in Purbalingga.
Refers to the conclusion, it could be implied that as an effort to improve the level of hospital performance optimally, the managers of RSUD dr. R. Goeteng Taroenadibrata and RSU Harapan Ibu Purbalingga need to prioritize the various policies related to the aspect of Personal Balanced Scorecard, Organizational Balanced Scorecard, Total Quality Management and Competency Management.
