| Abstrak (Bhs. Indonesia) | Pasca Era Reformasi, Negara Indonesia mulai memasuki tahap transisi demokrasi yang ditandai dengan adanya upaya pemerintah untuk memberikan kebebasan masyarakat khususnya untuk menyatakan pendapat. Hal ini ditunjukkan dengan munculnya berbagai isu-isu politik yang muncul di tengah masyarakat khususnya yang berkaitan dengan kebijakan. Salah-satu contoh hal tersebut adalah adanya konflik politik antara Pemerintah Kota Bogor dan Komunitas Pengguna Transportasi Baranangsiang dalam Kebijakan Perda No 8 Tahun 2011 tentang RTRW Kota Bogor Bidang Optimalisasi Terminal Baranangsiang. Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan pendekatan studi kasus. Kemudian data dianalisis menggunakan metode analisis model interaktif Miles dan Huberman. Pada awalnya, pemicu konflik yang timbul adalah adanya upaya Pemerintah Kota Bogor untuk melakukan optimalisasi Terminal Baranangsiang yang terintegrasi dengan pembangunan hotel dan supermarket. Dalam hal ini, proses konflik politik yang terjadi antara Pemerintah Kota Bogor dan KPTB mengalami tiga tahap konflik yaitu latent tension, nascent conflict, dan intensive conflict. Pada tahap latent tension terjadi pada tahap sosialisasi pemindahan terminal di mana masyarakat Terminal Baranangsiang tidak menyetujui rencana pemindahan tersebut. Setelah itu, konflik berubah menjadi nascent conflict di mana pertentangan mulai tampak ke permukaan dan diketahui oleh orang lain.. Setelah itu, pertentangan secara fisik dan penyampaian ideologi kelompok tersebut mulai dilakukan. Hal ini yang menunjukkan konflik telah berada dalam tahap intensive conflict dimana KPTB mulai menentang kebijakan tersebut dengan menunjukan aksi demonstrasi dan pemblokiran jalan. Kesimpulan dari penelitian ini adalah adanya konflik yang dilatarbelakangi oleh kurangnya koordinasi antara masyarakat dan pemerintah mulai dari tingkat eksekutif maupun di tingkat legislatif sehingga munculnya penolakan atas kebijakan yang telah dilakukan sebelumnya. |

Inggris) | In Post-Reform Era, the State Indonesia began to enter the stage of democratic transition marked by government efforts to provide the public, especially the freedom to express opinions. This is indicated by the emergence of various political issues that arise in the community, especially with regard to policy. One-on-one example of this is the political conflict between the City Government and the Community Transport Policy Baranangsiang in Regulation No. 8 of 2011 concerning the City Spatial Optimization of Terminal Baranangsiang Bogor field. The method used is descriptive qualitative method with case study approach. Then the data were analyzed using analysis method Miles and Huberman interactive model. At first, triggering the conflict that arises is the City Government efforts to optimize Terminal Baranangsiang integrated with the construction of hotels and supermarkets. In this case, the political conflict between the City Government and KPTB experienced three stages of the conflict that is latent tension, nascent conflict, and intensive conflict. At this stage of latent tension occurs in the promotion phase displacement terminal where Terminal Baranangsiang society does not approve of the removal plan. After that, the conflict turned into a nascent conflict where the conflict began to appear to the surface and be known by others. After that, the opposition physically and delivery of the group's ideology started. It is showing the conflict, has been under intensive conflict where KPTB began to oppose these policies by showing demonstrations and roadblocks. The conclusion from this study is that there is a conflict that has been overshadowed by the lack of coordination between the public and the government from the executive level as well as at the legislative level so that the appearance of the rejection of a policy that has been done before. |
