| Abstrak (Bhs. Indonesia) | Penelitian ini bertujuan untuk mengkaji proses perubahan Peraturan Daerah (Perda) Kabupaten Banyumas Nomor 1 Tahun 2011 tentang Pajak Daerah menjadi Perda Nomor 9 Tahun 2013 tentang Perubahan atas Peraturan Daerah Kabupaten Banyumas Nomor 1 Tahun 2011 tentang Pajak Daerah, dengan menggunakan model multiple-streams yang dikembangkan oleh Kingdon (1984; 2014). Melalui model ini, penelitian ini menganalisis bekerjanya wirausaha kebijakan, alur masalah, alur kebijakan, dan alur politik dalam mendorong masalah perubahan tarif PBB-P2 ke dalam agenda kebijakan Pemerintah Kabupaten Banyumas. Penelitian ini menggunakan pendekatan studi kasus dengan metode analisis kualitatif model interaktif. Sasaran penelitian ini adalah para aktor dan pihak-pihak yang terlibat dalam proses perubahan Perda Kabupaten Banyumas Nomor 1 Tahun 2011. Hasil penelitian menemukan bahwa wirausaha kebijakan mempunyai peran yang sangat besar dalam mengelola alur masalah, alur kebijakan, dan alur politik guna mendorong perubahan Perda, Alur masalah menguat karena kemampuan wirausaha kebijakan dalam menciptakan isu dan mempengaruhi opini publik. Di samping itu, wirausaha kebijakan mampu menyediakan solusi alternatif guna menyelesaikan masalah dan mampu memanfaatkan pergantian kepemimpinan politik guna mendorong perubahan kebijakan dan membuka jendela kebijakan. |

Inggris) | This study examines the policy change process of Banyumas Regional Regulation No. 1 of 2011 on Local Taxes to Banyumas Regional Regulation No. 9 of 2013 on the Change of Banyumas Regional Regulation No. 1 of 2011 on Local Taxes, by using multiple-streams models developed by Kingdon (1984; 2014). Through this model, this study analyzed the workings of problem stream, policy stream, and politics stream, to push rate changes of PBB-P2 into the policy agenda of the Government of Banyumas Regency. This study also examines the role of policy entrepreneurs in coupling the third streams to open the policy window. This study uses a case study approach with a qualitative analysis method, used an interactive model. The targets of this research are the actors and interest group or individual who involved in the change process of Banyumas Regulation No. 1 of 2011. The study found that policy entrepreneurs have a very big role in managing the problem stream, policy stream, and politics stream, in order to encourage of regulation changes. The problem stream is strengthened because policy entrepreneurs have skills in creating policy issues and influences public opinion. Policy entrepreneurs are able to provide an alternative solution to solve the problem and were able to take advantage of the change of political leadership in order to encourage a change of policy. Based on the discussion of research, problem stream, policy stream, and politics stream are copuled, because of the role of policy entrepreneurs who are able to take advantage of opportunities to open the policy window. |
