| Abstrak (Bhs. Indonesia) | Kebijakan Kartu Banyumas Sehat tidak terlepas dari peristiwa terpilihnya Husein-Budhi sebagai bupati dan wakil bupati dalam pemilu kepala daerah pada tahun 2013. Dalam masa kampanye dan sekaligus menjadi janji politiknya, permasalahan kesehatan Banyumas akan diatasi dengan sistem penggunaan kartu. Hal ini mereka gunakan dengan melihat tingginya data masyarakat miskin dan tidak mampu yang belum terakses jaminan kesehatan. Penelitian ini menggunakan metode kualitatif deskriptif dengan purposive sampling sebagai penentuan sampel. Berdarsarkan penelitian yang dilakukan, aktor yang paling dominan dalam formulasi ini adalah unsur eksekutif (Bupati-Wakil Bupati). Kemudian dalam tahap pemilihan alternatif kebijakan tidak dijumpai sebuah pilihan selain pembentukan KBS hal ini dikarenakan dominasi nilai politik yang kuat. Saran dari penelitian ini yakni agar aktor membuka informasi secara transparan untuk masyarakat umum dan membuka ruang bagi masyarakat agar turut mengawal proses formulasi kebijakan supaya hasil yang didapatkan sesuai dengan kebutuhan masyarakat Banyumas. |

Suggestions from this research is that the actor transparently disclose information to the public and open space for the community to oversee the process of policy formulation so that the results obtained in accordance with the needs of Banyumas. |
