| Abstrak (Bhs. Indonesia) | Penelitian ini bertujuan untuk meneliti implementasi program Jaminan Persalinan di Kecamatan Kalibagor, Kabupaten Banyumas. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Sasaran penelitian adalah pengguna layanan Jampersal dan non Jampersal di wilayah Kalibagor yaitu ibu hamil, ibu bersalin, dan ibu nifas sesuai dengan sasaran program Jampersal serta bidan dan pegawai puskesmas Kalibagor. Hasil penelitian menunjukkan bahwa program jaminan persalinan di mulai pada birokrasi pada level bawah (idealized policy) yakni tentang bagaimana dinas kesehatan terkait terhadap adanya kebijakan program jampersal, dan melihat bagaimana kefektifan program jampersal dalam masyarakat bermanfaat bagi masyarakat miskin yang menjadi sasaran program. Kelompok sasaran dari program Jampersal yaitu membahas tentang bagaimana pemahaman masyarakat sasaran tentang program dan bagaimana bentuk kemanfaatan program terhadap masyarakat sasaran. Dengan 8 bidan dan 4 orang perawat yang melayani 12 desa di wilayah Kalibagor dapat di analisis dengan kemampuan manajerial organisasi pelaksana dalam kegiatan jampersal, dan dengan keterbatasan sumberdaya yang dimiliki proses pelaksanaan jampersal yang ditangani tenaga kesehatan lebih dari 70%. Keterbatasan sarana dan prasarana penunjang membuat pelaksanaannya kurang optimal. Keterbatasan ruang dan minimnya fasilitas penunjang membuat proses implementasi di Kalibagor belum maksimal. Masyarakat dengan kondisi ekonomi yang relatif tidak mampu memiliki antusiasme yang lebih tinggi terhadap program. Faktanya wilayah yang cukup luas dan dengan keterbatasan sarana dan fasilitas serta minimnya Sumber Daya Kesehatan menjadi faktor penting untuk mengukur tingkat keberhasilan program jampersal. Peran serta pemerintah desa dan masyarakat menjadi salah satu faktor pendukung untuk pelaksanaan Jampersal. |
| Abtrak (Bhs. Inggris) | The purposes of this study was to describe and examine the implementation of the Jampersal program at Kalibagor, Banyumas. The method used in this research is descriptive qualitative method. Objectives of this research is the user jampersal and non jampersal in the of pregnant women, maternity, and the puerperium according to the program jampersal and midwives and employee health centers Kalibagor.. The results showed that the employment insurance program began in the bureaucracy at the lower level ideal policy which is about how health authorities related to their program policies Jampersal, and Jampersal see how the effectiveness of community programs for the poor who become targets of the program. The target group of the program Jampersal which discusses how the public's understanding of the purpose of the program and how the shape of the target communities benefit program.
