Indonesia) | ABSTRAK PENERAPAN PERATURAN PEMERINTAH NOMOR 53 TAHUN 2010 TENTANG DISIPLIN PEGAWAI NEGERI SIPIL DI RUMAH SAKIT UMUM DAERAH (RSUD) KARDINAH KOTA TEGAL Ariawan E1A009221 Peraturan Pemerintah Nomor 53 Tahun 2010 Tentang Disiplin Pegawai Negeri Sipil adalah landasan hukum untuk menjamin Pegawai Negeri Sipil dan dapat dijadikan dasar untuk mengatur penyusunan aparatur Negara yang baik dan benar. Dilingkungan Rumah Sakit Umum Daerah (RSUD) Kardinah Kota Tegal sendiri telah terjadi pelanggaran Disiplin Pegawai Negeri Sipil, seperti tidak masuk kerja tanpa alasan yang sah selama beberapa hari hari,pelanggaran terlambatnya Pegawai Negeri Sipil masuk kantor bahkan ada yang pulang sebelum jam pulang kantor. Hal ini tentu menghambat upaya pemerintah dalam mewujudkan penyelenggaran pemerintah yang Produktif, Efisien, Efektif, Ekonomis, Berdaya guna dan berhasil guna, dengan adanya perilaku Pegawai Negeri Sipil yang kurang mematuhi peraturan disiplin. Oleh karena itu penelitian ini bertujuan untuk mengetahui bagaimana penerapan peraturan pemerintah tentang disiplin Pegawai Negeri Sipil di RSUD Kardinah Kota Tegal dan apa saja hambatan – hambatan didalam penerapannya. Penelitian ini menggunakan metode pendekatan yuridis normatif dan spesifikasi penelitian deskriptif. Lokasi penelitian di RSUD Kardinah, PII Fakultas Hukum Unsoed dan Perpustakaan Pusat Unsoed. Jenis data menggunakan Data Sekunder dengan bahan hukum primer dan bahan hukum sekunder, yang disusun secara sistematis. Data dianalisis secara kualitatif. Hasil penelitian ini memberikan simpulan bahwa Penerapan Peraturan Pemerintah Nomor 53 Tahun 2010 di RSUD Kardinah sudah diterapkan dengan baik, namun masih terdapat hambatan dalam pelaksanaannya. Pihak RSUD Kardinah telah melakukan upaya-upaya untuk meningkatkan kedisiplinan dan mengurangi pelanggaran yang terjadi. |

Inggris) | ABSTRACT The government regulation no. 53 / 2010 on discipline of civil servant is the law for ensuring civil and could be a basis for arranging the state apparatus is good and right.In the regional public hospital ( rsud ) kardinah of traveling alone there have been violations discipline of civil servant, as absent without legitimate reason for a few days, the delays of civil servants in office in fact, in their home before the home office.It certainly impede efforts by the government to create productive, efficient, effective. Economically, to work in, and a sappy the behavior of civil servants not obey the regulation.Because of this research is to find out how the government policy regarding discipline of civil servants in the regional public hospital kardinah tegal and whatever barriers inside Obstacles in its application .This research uses the method approach juridical normative and descriptive specifications research .Survey areas in rsud kardinah , PII unsoed faculty of law and libraries unsoed central .The kind of data using secondary data with other materials law the primary and secondary legal material , who arranged systematically .Data analyzed in kualitatif. this research give drawing conclusions that the implementation of government regulation no 53 in 2010 in rsud kardinah it has been applied with good , but there are still obstacles in its implementation . The hospital side kardinah has implement measures to increase discipline and reduce a breach that occurs |
