| Abstrak (Bhs. Indonesia) | Kontraktor harus mampu beradaptasi terhadap perubahan sistem lelang pemerintah yang sebelumnya menggunakan cara konvensional menjadi online. Perubahan sistem ini meliputi semua tahapan lelang meliputi penyampaian dokumen dan evaluasi dokumen. Dampak dari perubahan metode lelang ini cukup dirasakan oleh kontraktor terutama kontraktor kecil yang berada di daerah. Penelitian ini bertujuan untuk mengetahui pemahaman kontraktor kecil di Kabupaten Banyumas tentang persiapan dan pelaksanaan e-tendering. Guna mencapai tujuan tersebut, penelitian ini menggunakan kuesioner sebagai alat untuk mengetahui pendapat responden. Adapun responden dalam penelitian ini adalah kontraktor kecil gedung kualifikasi K1, K2 dan K3. Hasil dari penelitian ini didapat bahwa pemahaman kontraktor kecil di Kabupaten Banyumas mengenai e-tendering sudah baik. Hal ini terlihat dari tingginya tingkat keikutsertaan responden terhadap e-tendering yang mencapai 100% pada kualifikasi K1, K2 maupun K3 dengan tingkat keberhasilan dalam tender mencapai 90.9%. Dokumen penawaran adalah salah satu hal penting pada pelelangan. Sebesar 90.9% kontraktor kecil pernah mengalami kegagalan pada pelelangan karena data teknis pada dokumen penawaran, dengan penyebab kegagalan sebesar 54.4% terletak pada kurangnya kepemilikan sumber daya manusia yang bersertifikat keahlian kerja. Tingkat kepemilikan sertifikat keahlian kerja masing-masing kualifikasi 4.5% untuk K1, 41% untuk K2, dan 27.3% untuk K3. Kata kunci : kontraktor kecil, e-tendering, pelelangan. |
| Abtrak (Bhs. Inggris) | A contractor should be able to adapt towards the change of government’s tendering system from the conventional way to online. This change covers all the phases of tender including document delivery and document evaluation. The impact of the change of tender method has been felt by the contractors especially the small contractors in a district. This research was aimed at knowing the understanding of the small contractors in Banyumas regency towards the preparation and the implementation of e-tendering. To achieve the objective, this research used questionnaire as the instrument to get the information about respondent’s opinion. The respondents in this research were the small contractors of building in qualification K1, K2, K3. The result of this research proved that the understanding of the small contractors in Banyumas regency about e-tendering was already good. This could be seen by the height of the level of respondents’ participation which achieved 100% in qualification K1, K2,and K3 with the success level in the tender which achieved 90.9 %. Bidding document is one of the important thing in tender. 90.9% of small contractor has experienced failur in a tendder due to the technical data in bidding and the cause of the failure 54.5% was the lack of the ownership of human resource of the certified expert resource. Level of the certified expert resource every qualification are 4.5% for K1,41% for K2, and 27.3% for K3. Keywords : small contractor, e-tendering, tender. |
