| Abstrak (Bhs. Indonesia) | Tujuan penelitian ini adalah mengetahui proses penetapan upah minimum yang mampu mewujudkan Kebutuhan Hidup Layak (KHL) di kabupaten Banyumas. Teknik pengambilan sampel menggunakan purposive sampling. Hasil penelitian ini menunjukkan bahwa Dewan Pengupahan Kabupaten Banyumas sudah menjalankan fungsinya dengan baik dalam merumuskan kebijakan Upah Minimum Kabupaten (UMK) melalui penetapan nilai Kebutuhan Hidup Layak (KHL) berdasarkan hasil survey harga pasar sesuai dengan peraturan perundang-undangan yang berlaku dan mekanisme formulasi kebijakan penetapan Upah Minimum Kabupaten (UMK) di Kabupaten Banyumas sudah sesuai dengan Peraturan Menteri Tenaga Kerja dan Transmigrasi Republik Indonesia No. 13 Tahun 2012 dan penetapan Upah Minimum Kabupaten (UMK) di Kabupaten Banyumas tahun 2013 belum mampu mewujudkan kebutuhan hidup layak, karena besaran UMK belum 100% sama dengan nilai KHL. |

| Abtrak (Bhs. Inggris) | The purpose of this study was to determine the minimum wage that is able to realize the Living Needs (KHL) in Banyumas district. The sampling technique used purposive sampling. The results of this study indicate that Banyumas councils already run its function well, in formulating district policies Minimum Wage (UMK), through the determination of the value of Living Needs (KHL), according to the survey market price, in accordance with the legislation in force , the determination of policy formulation mechanism District Minimum Wage (UMK) in Banyumas, are in accordance with the Regulation of the Minister of Manpower and Transmigration of the Republic of Indonesia No. 13 in 2012, and the determination of Minimum Wages District (UMK) in Banyumas in 2013, has not been able to realize the need for decent living, because the amount of MSE is not 100% the same as the value of the KHL. |
