| Abstrak (Bhs. Indonesia) | Komite sekolah adalah salah satu pemangku kepentingan yang lahir dari manajemen berbasis sekolah dengan tujuan meningkatkan keterlibatan masyarakat dalam pengelolaan pendidikan. Namun, sayangnya Komite SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto tidak aspiratif terhadap kebutuhan orang tua. Tujuan penelitian ini adalah menciptakan public governance dalam pengelolaan pendidikan berkeadilan melalui strategi co-production di SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto. Penelitian ini dilaksanakan di SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto dengan metode kualitatif deskriptif yang bersifat studi kasus instrumental. Informan diambil dengan cara teknik Purposive sampling. Sasaran penelitian adalah Pemerintah Daerah Kabupaten Banyumas, Pihak sekolah (Kepala, Guru dan pegawai TU SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto), Komite SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto, serta pihak masyarakat (orang tua/wali siswa SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto). Analisis data yang digunakan adalah analisis data interaktif dengan triangulasi sumber. Hasil penelitian ini adalah belum terwujud adanya pengkomisian bersama, sehingga penyusunan prioritas, rencana, dan anggaran masih didasarkan atas kebutuhan sekolah bukan kebutuhan orang tua siswa. Perancangan kebijakan bersama belum terwujud karena masih minimnya keterlibatan para stakeholder dalam perancangan sehingga kebijakan yang dirancang pun tidak inovatif dan kreatif. Penyampaian layanan bersama belum terwujud, akibatnya penyampaian layanan tidak memuaskan bagi orang tua siswa dan siswa. Pemantauan bersama belum terwujud, karena pihak yang terlibat dalam pemantauan hanya pihak sekolah, komite terlibat pemantauan jika program sekolah tersebut dibuat bersama-sama mereka. Oleh karena itu, perlu diciptakan public governance dalam pengelolaan pendidikan di SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto. |

| Abtrak (Bhs. Inggris) | School committee is one of stakeholders that was born from school based management that aimed to increase the community's involvement on education process (management). Unfortunately the school committee in SMA Negeri 1 Purwokerto and SMA Negeri 2 Purwokerto do not aspire to the needs of parents. The purpose of this research is to create the public governance in education with justice through co-production strategy on SMA Negeri 1 Purwokerto and SMA Negeri 2 Purwokerto with qualitative descriptive method as instrumental case study. Informants are taken as purposive sampling technique. The objects of this research are Banyumas County Goverment and school's personnel (principals, teachers and administrative staffs of both SMA Negeri 1 Purwokerto and SMA Negeri 2 Purwokerto), school committee of SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto, and society (SMA Negeri 1 Purwokerto dan SMA Negeri 2 Purwokerto student parent). Data analysis method used is an interactive data analysis with triangular sources. The results of this study are not yet realized any co-commissioning, so the prioritization, planning, and budget are still based on school needs not the parent needs. Co-design had not materialized because they still lack the involvement of stakeholders in the design so that the policy was not designed innovative and creative. Co-delivery had not materialized, the delivery of services is not satisfactory to the parents and students. Co-assessment had not materialized, because the monitoring just involved the school, the school committee was involved in monitoring if the program was made with them. Therefore, it is necessary to create public governance in the management of education at SMA N 1 Purwokerto and SMA N 2 Purwokerto. |
