Abstrak (Bhs. Indonesia)The purpose of this study was to analyze the implementation of the outsourcing system security policy at PT. Pertamina RU IV Cilacap and coordination with the labor provider, and to identify and analyze in depth the factors that become an obstacle in the implementation of the outsourcing system security policy at PT. Pertamina RU IV Cilacap so as to obtain the right solution for all parties concerned with the implementation of the employment contract. This type of research used in this study is qualitative research. The focus of this research is the major stages that must be met in the application outsourcing system adopted from the concept of Maurice E. Greaver II which includes seven major aspects of the system; 1) Planning outsourcing 2) Selection of strategy 3) Analysis of charge 4) negotiation phase 5) Transition resource 6) Management of Employment and 7) Labor Law Compliance Requirements. Analysis of data using techniques that model of Miles and Huberman activity in qualitative data analysis is done interactively and continuously carried through to completion, so the data is already saturated. The results showed that the implementation of the outsourcing system security at PT. Pertamina RU IV Cilacap tend to have executed, in which PT. PTC is able to fulfill the rights of employees in the form of decent wages, human resource development and the provision of other support facilities that outsourced employees are satisfied and able to show good performance in carrying out Security duties PT. Pertamina. Limiting factor in the implementation of the outsourcing program is that PT. PTC has not had a representative office in Cilacap so, if there is turmoil or problems consequently transferred back to PT. Pertamina can not be mediated by the Department of Social Welfare, Manpower Cilacap. Outsourcing labor organization incorporated in the Security field Workers Union, thus securing the neutrality of field employees tend to be less than optimal and contributed to the interests of employees.
