| Abstrak (Bhs. Indonesia) | Penelitian ini bertujuan untuk mendeskripsikan dan menjelaskan dinamika konflik politik Pemerintah Kota Depok dengan Warga Pasir Putih dalam rencana perluasan TPA Cipayung. Dengan menggunakan metode kualitatif dan pendekatan studi kasus dalam paradigma nonpositivis, khususnya konstruktivisme. Hasil penelitian tersebut mengungkapkan konflik politik ini dilatarbelakangi dengan adanya kebijakan Perda No 12 RTRW dalam rencana perluasan TPA Cipayung ke Kelurahan Pasir Putih. Kebijakan ini dilihat dari kebutuhan penting terkait persoalan penanganan sampah di Kota Depok yang sudah sangat kritis. Sampah diprediksi dalam waktu dekat tidak bisa tertampung lagi di Kota Depok. Perluasan TPA Cipayung sangat dibutuhkan dan menjadi fokus perhatian dari Pemkot Depok. Rencana perluasan TPA Cipayung menuai konflik dengan Warga Pasir Putih. Pada tanggal 26 September 2013 dan 17 Oktober 2013 terjadi aksi masa secara besar-besaran yang dilakukan oleh Warga Pasir Putih di Kantor Walikota Depok. Ada beberapa Faktor penyebab tejadinya konflik politik ini. Pertama, kurang maksimalnya Pemkot Depok dalam memberikan sosialisasi tentang perluasan TPA Cipayung. Kedua, efek negatif yang akan dirasakan Warga Pasir Putih apabila perluasan TPA Cipayung direalisasikan. Ketiga, adanya kepentingan-kepentingan aktor yaitu Pemerintah Kota Depok, Warga Pasir Putih, dan DPRD Kota Depok. |

Inggris) | The purpose of this study is to describe and explained the dynamics of The Government Political Conflict Of Depok City With Pasir Putih Resident in the Cipayung Landfill Expansion Plan. By using a qualitative methods and case study approach in nonpositivis paradigm, particularly constructivism. Based on the research showed that this political conflict is caused due to the Local Regulation No 12 RTRW policies of the Cipayung landfill expansion plan to Pasir Putih Village. This policy refers to the related question of the essential needs of the handling of all the trash in the city of Depok who had been very critical. The garbage forecast was predicted in the future could not be accommodated in the city of Depok. Cipayung Landfill expansion is urgently needed and become the focus of attention from the Depok Government. The planned expansion of the landfill cipayung reap conflict Pasir Putih Residents. In 2013 on September 26th and October 17th occured the action of the massively conducted by the citizens of Pasir Putih in the office of the Mayor Depok. There are several of factors which cause political conflicts in this political case. First, the lacking of maximum effort from the Depok administration in giving landfill cipayung socialization. Second, the negative effects that would be felt by the citizen caused when cipayung landfill expansion implemented.
