Penelitian ini berjudul “Surveillance as Tool to Control the Society in Lois Lowry’s The Giver”. The Giver karya Lois Lowry adalah sebuah novel yang menggambarkan bagaimana system pengawasan (surveillance) diterapkan dalam masyarakat. Berdasarkan latar belakang tersebut, tujuan dari penelitian ini adalah untuk mendeskripsikan bagaimana the Elders sebagai aparatur pemerintahan menggunakan metode surveillance untuk mengontrol masyarakat dalam novel The Giver.
	Penelitian ini menggunakan metode kualitatif untuk menganalisa data. Sumber data dari penelitian ini adalah Novel The Giver karya Lois Lowry yang dianalisis menggunakan pendekatan New Criticism, teori disiplin dari Michel Foucault dan teori surveillance dari beberapa ahli.

Setelah melaksanakan penelitian, peneliti menemukan bahwa untuk mendapatkan kekuasaan secara penuh dari masyarakat, the Elders sebagai aparatur pemerintahan mengontrol masyarakat melalui sistem pengawasan. Hal ini di peroleh dengan cara, pertama, meempersiapkan objek dari sistem engawasan itu sendiri. Untuk mempersiapkan objek dari sistem pengawasan itu, pemerintah menciptakan sebuah masyarakat yang berdasarkan sameness. Untuk menciptakan masyarakat yang berdasarkan istem sameness ini, pemerintah menghilangkan memori masalalu, menghilangkan perbedaan fisik seperti warna kulit maupun non fisik seperti lingkungan dan cuaca melalui rekayasa genetika dan percobaan ilmiah. Selain menciptakan masyarakat yang berdasarkan sistem sameness, pemerintah juga menerapkan beberapa peraturan yang ketat terhadap masyarakat. Di mulai dari rutinitas sehari-hari, peran dan fungsi mereka di dalam masyarakat, sampai dalam proses reproduksi. Untuk mendapatkan kekuasaan penuh dari setiap individu dalam masyarakat, pemerintah menerapkan sistem pengawasan dan observasi terhadap setiap individu. Dalam novel ini, pemerintah menerapkan sistem pengawasan secaralangsung (direct surveillance) dan tidak langsung (indirect surveillance). Sistem pengawasan secara langsung (direct surveillance) bekerja melalui observasi secara berkelanjutan terhadap individu dalam masyarakat ini. Untuk menerapkan sistem pengawasan tidak langsung (indirect surveillance), pemerintah menggunakan Loudspeaker sebagai alat utama untuk memperoleh informasi dari masyarakat. Setiap rumah dan area-area umum dalam komunitas The Giver di tempatkan sebuah Loudspeaker. The Elders menggunakan informasi yang diperoleh dari system pengawasan ini untukmenentukan: pasangan, member nama bayi yang baru lahir, dan untuk menentukan pekerjaan bagi setiap anak.

This research is entitled “Surveillance as Tool to Control the Society in Lois Lowry’s The Giver”. Lois Lowry’s The Giver is a novel which concerned about surveillance in a society. Based on the background of the research, the aim of this research is to find out how the Elders as the ruler of the society use surveillance to control the society in The Giver.

This research uses qualitative method to analyze the data. The data source of this research is Lois Lowry’s novel entitled The Giver that are analyzed using new criticism approach, discipline theory by Michel Foucault and surveillance theory by some experts.

After conducting the research, the researcher finds that in the society depicted in The Giver, in order to secure their domination, the Elders as the ruler of the society controls the society through surveillance method. In order to employ surveillance to the society, the Elders does two steps, firstly, preparing the object of surveillance. To prepare the object of surveillance, they creating a society based on sameness. To achieve this artificial state of sameness, the state erased all memories of the past, removed external sources of differences such as physical distinctions, colors, and weather through genetic and scientific engineering. In addition of sameness, the state also instituted strict system of control to maintain the artificial state of “sameness”. Start from their daily routine, their role and function in the society, up to reproduction process. Secondly, for total control of the individual, the state constantly observes and monitors the society through surveillance method. In this novel, surveillance has been employed in two ways. The Elders employ surveillance through direct surveillance and indirect surveillance. The direct surveillance mainly works through constant observation from the Elders to the members of the society.In doing indirect surveillance, The Elders use the Loudspeaker as the main tool to getting information from the individual in this society. Every house and public spaces in the society has loudspeakers that are always turning on. The Elders use the information from this surveillance to decide; spouses, naming a newborn child, give a replacement child and the future assignments for children.
