Abstrak (Bhs. Indonesia)

Penelitian ini berjudul Komunikasi Organisasi dalam Pelayanan Tamu Luar Negeri di Bagian Protokol Sekretariat Jenderal DPR RI (Setjen DPR RI). Tujuan penelitian ini adalah untuk mengetahui proses komunikasi organisasi, tugas dan fungsi bagian protokol, serta hambatan Bagian Protokol Sekretariat Jenderal DPR RI dalam melakukan pelayanan terhadap tamu luar negeri.
 Metode yang digunakan adalah metode kualitatif deskriptif. Teknik  pengumpulan data yang digunakan adalah studi observasi, dokumentasi, dan wawancara mendalam dengan enam orang informan secara purposive sampling atau sampel bertujuan dengan karakteristik tertentu. Karakteristik informan yang dipilih merupakan orang yang mengetahui proses penerimaan tamu luar negeri, berperan dalam melakukan komunikasi organisasi, ikut terjun ke lapangan dalam pelaksanaan penerimaan tamu luar negeri di Bagian Protokol Setjen DPR RI.
Hasil penelitian menunjukkan bahwa proses komunikasi organisasi yang terjadi di Bagian Protokol Setjen DPR RI dalam pelayanan tamu luar negeri yang terjadi masih mengalami beberapa kendala seperti miss coordination dan miscomunication. Selain itu kendala yang dialami oleh Bagian Protokol Setjen DPR RI dalam melayani tamu luar negeri ialah minimnya skill berbahasa asing sumber daya manusia yang dimiliki bagian protokol tersebut.

This research titled Organizational Communication in Protocol Department at Protocol Affairs Activity when Carrying out the Guest of Foreign Parliament Delegates in the Secretariat of the House by the communication process, the job descriptions and the function of protocol department, and the obstacles.
 Descriptive qualitative is used as a method. The data were gathered through observational study, documentation and in-depth interview with six persons of sources in purposive sampling informant techniques. The persons who selected as an informant have a certain characteristic. The selected informant are people who known the process of protocol affairs activity when carrying out the guest of foreign parliament delegates, have organizational communication role, and involves in protocol affairs activity in Protocol Department of Secretariat of the House.  
The result of this research has revealed that organizational communication which is happened in Protocol Department in the Secretariat of the House when carrying out the foreign parliament delegates who came to Indonesia Parliament, miscommunication and miss coordination still happened    have been approximately exercised. But there were still any miscommunications happened. The main obstacle of this department is about the lower human resources, most of the employee can’t use foreign language well especially in English.
