DALAM MEWUJUDKAN KEAMANAN DAN KETERTIBAN 
MASYARAKAT (KAMTIBMAS) YANG KONDUSIF

Penelitian ini bertujuan untuk mengetahui peran Satuan Pembinaan Masyarakat (Binmas) Polres Purbalingga dalam mewujudkan Keamanan dan Ketertiban Masyarakat (Kamtibmas) yang kondusif.
Metode pendekatan yang digunakan dalam penelitian ini adalah pendekatan perundang-undangan (statue approach) dan pendekatan konsep. Sumber data adalah data primer dan data sekunder dan dianalisis dengan metode normatif kualitatif.
Berdasarkan hasil penelitian dan pembahasan, maka dapat disimpulkan bahwa peran Satuan Pembinaan Masyarakat (Binmas) Polres Purbalingga dalam mewujudkan Keamanan dan Ketertiban Masyarakat (Kamtibmas) yang kondusif sudah sesuai dengan Pasal 13 dan Pasal 14 ayat (1) huruf c Undang-Undang Nomor 2 Tahun 2002 tentang Kepolisian Negara Republik Indonesia, yaitu sebagai pembimbing dan penyuluh, penertib masyarakat (kamtibmas), pendidikan dan pelatihan kepada masyarakat (diklatmas), pengumpulan pendapat masyarakat, dan sebagai tempat rehabilitasi. Dalam melaksanakan perannya, aparat Kepolisian tidak dapat bertindak sendiri, namun juga harus ada peranan Pemerintah dan partisipasi dari masyarakat demi terciptanya kamtibmas yang kondusif.

ABSTRACT

THE ROLE OF INDONESIAN NATIONAL POLICE
IN REALIZING SECURITY AND ORDER
SOCIETY (KAMTIBMAS) THAT ARE CONDUCIVE

The purpose of the research was to find out the role of Satuan Pembinaan Masyarakat (The Public Assistant Unit) or Binmas, in order to establish an encouraging order and protection towards the society.
The researcher applied statue approach and also conceptual approach in this research. Meanwhile, the data sources of the research were primary and secondary data which was analyzed using normative qualitative method.
Based on the result of the research and the analysis, the researcher was able to make a conclusion that the role of Satuan Pembinaan Masyarakat, or Binmas of Purbalingga Police Department in order  to achieve an encouraging order and protection towards the society was already equivalent with the Pasal 13 (Chapter 13) and Pasal 14 ayat (1) huruf c (Chapter 14 Subchapter (1) Section c) of Undang-Undang Nomor 2 Tahun 2002 (Act Number 2 Year 2002) in relation to the roles of Kepolisian Negara Republik Indonesia (The National Police Department of The Republic of Indonesia) as to advise and counsel, to preserve the order of the society, to educate and to guide the society, to gather the public opinion, and to rehab. However, to accomplish an encouraging order and protection for the society, the Police Officer cannot stand alone. The involvement of the Government and the society itself could help to achieve their goal.
