Tujuan dari penelitian ini untuk mengetahui bagaimana proses pelaksanaan Program Keluarga Harapan (PKH)  di Kelurahan Kutawaru, Kecamatan Cilacap Tengah, Kabupaten Cilacap. Metode yang digunakan dalam penelitian ini metode kualitatif deskriptif, dengan jumlah informan 10 orang yang terdiri dari pendamping PKH, Kepala Kelurahan, Pegawai PT Pos, Guru, dan Dokter.  Jenis implementasi yang digunakan dalam penelitian ini menggunakan implementasi bottom-up yang memulai pengamatan dengan mengidentifikasi jaringan para aktor yang terlibat dalam implementasi dalam suatu area atau lebih.
Hasil penelitian menunjukan bahwa pelaksanaan Program Keluarga Harapan di Kelurahan Kutawaru dikatakan sudah cukup berhasil dan berjalan dengan baik. Pemahaman masyarakat terhadap Program Keluarga Harapan sudah cukup baik, namun masih ada beberapa dari peserta PKH yang belum melaksanakan kewajibannya secara konsisten dan bentuk peningkatan kapasitas pengetahuan, sikap dan ketrampilan kelompok sasaran masih pada taraf perlu ditingkatkan. Manfaat dari bantuan PKH ini sudah dapat dirasakan secara langsung oleh masyarakat,mereka sangat merasa terbantu dengan adanya PKH ini untuk membantu meringankan beban hidup, walaupun dalam pemanfaatnya belum semuanya tepat guna. Kemampuan aparat pelaksana / street level bureaucrat  sudah cukup konsisten  terhadap tugas dan tanggungjawabnya, serta peran street level bureaucrat  dalam implementasi PKH ini mendapatkan respon positif dari kelompok sasaran. Para aparat pelaksana sudah cukup berkompeten dan bijaksana dalam menyelesaikan setiap masalah yang muncul dan dilihat perlu adanya keterlibatan semua pihak yang terlibat dalam pelaksanaan PKH, baik di tingkat pusat atau daerah. 
Implikasi yang dapat disampaikan yaitu perlu adanya mekanisme yang lebih fleksibel untuk pengajuan tambahan RTSM yang membutuhkan, bukan hanya kewenangan tingkat pusat melainkan juga wilayah atau kabupaten melalui mekanisme yang jelas dan tegas.

The purpose of this research is to determine how the implementation process of Indonesian Conditional Cash Transfer Programme (PKH) in Kutawaru, Central Cilacap, Cilacap district. The method used in this research was descriptive qualitative method with the number of informants were 10 people consisting of PKH chaperone, Chief of Village, PT Pos employee, teacher and village midwives. The implementation type used in this research used bottom-up implementation. It started the observation by identifying the network of actors involved in the implementation of one area or more.
	The research result indicated that the implementation of Conditional Cash Transfer Programme in Kutawaru can be said quite successful and well run. People’s understanding of PKH was good, but there were still some of PKH participants who have not consistently implement their obligations and the capacity of knowledge, attitude and skill of targeted group were still at the level of need to be improved. The benefits of PKH assistance can be felt directly by society, they feel that the existence of PKH can assist to ease the burden of life. Although some of its implementations were not efficient yet. The ability of street level bureaucrat has been pretty consistent on the duties and responsibilities, as well as the role of street level bureaucrat in the implementation of PKH got a positive response from targeted group. The street level bureaucrats were competent and prudent in resolving any issue arised and it needed the involvement of all parties involved in the implementation of PKH, either at central or regional. Because the targeted group considered that street level bureaucrats were able to perform their job well and the role of street level bureaucrat in the implementation of PKH got a positive response from the targeted group. But the form of an increase capacity has not be seen. Knowledge, attitude and skill of targeted group were still at the level of need to be improved and need the involvement of all parties involved in the implementation of PKH, either in the central or regional area. 
	Implications that can be delivered is the need for a more flexible mechanism for submission of additional households in need, not only the authority but also the level of the central region or district through clear mechanisms and unequivocally.
