STRATEGI DINPERINDAGKOP KABUPATEN BANYUMAS DALAM MEWUJUDKAN PASAR TRADISIONAL YANG BERDAYA SAING (STUDI KASUS PERSAINGAN PASAR TRADISIONAL DI PURWOKERTO)

Pasar merupakan salah satu motor penggerak pertumbuhan ekonomi di suatu wilayah, khususnya di Purwokerto. Kondisi pasar tradisional yang semakin memprihatinkan membuat daya saing pasar tradisional semakin menurun, apalagi maraknya pasar modern disekitar pasar tradisional semakin membuat pasar tradisional mengalami keterpurukan. Oleh karena itu, pasar tradisional perlu lebih diberdayakan, yaitu upaya pemerintah daerah dalam melindungi pasar tradisional, agar mampu berkembang dan memiliki daya saing dari aspek manajemen maupun fisik. Dinas Perindustrian, Perdagangan dan Koperasi Kabupaten Banyumas sebagai pengelola pasar tradisional memiliki strategi, yaitu strategi pengembangan pasar yang diterapkan untuk mewujudkan pasar tradisional yang berdaya saing. Penelitian ini menggunakan metode deskriptif kualitatif. Fokus yang dikaji yaitu penerapan strategi dengan mengacu pada aspek kesesuaian dengan tujuan bidang pasar, dukungan kebijakan, alokasi sumber daya dan kesesuaian struktur dalam mendukung penerapan strategi. Teknik pengambilan informan menggunakan purposive sampling. Hasil penelitian menunjukkan bahwa penerapan strategi yang dilakukan pihak Dinperindagkop Kabupaten Banyumas dalam mewujudkan pasar tradisional yang berdaya saing kurang maksimal. Strategi yang diterapkan sampai saat ini yaitu merevitalisasi pasar tradisional dan belum ada sanksi yang tegas atas pelanggaran perizinan pasar modern yang didirikan. Kendala yang menghambat dalam penerapan strategi yaitu sumber daya keuangan yang belum mencukupi dan mindset para pedagang pasar tradisional yang sulit untuk dirubah.

Market is one of the motor of economic growth in a region, particularly in Purwokerto. Traditional market conditions increasingly alarming makes traditional market competitiveness has declined, especially the rise of the modern market that stand around traditional markets are increasingly making traditional market crash. Therefore, traditional markets need to be more empowered. Empowered here means the local government’s efforts to protect traditional markets, cooperatives to be exist and capable in developing it into have competitiveness quality of management and physical. There must be a strategy to develop the traditional markets in order to compete with modern market. In this case is the strategy to realize the competitiveness traditional market conducted by the Department of Industry and Trade and Cooperative Banyumas as a traditional markets managers. One strategy of Dinperindagkop Banyumas is market development strategy is applied to realize the traditional competitive market. The method used is descriptive qualitative method. The focus which is researched is the implementation strategy which refered to the compliance aspects with the annual purpose, policy support, resources allocation and theconformityof structural with strategy. Informant retrieval technique using purposive sampling. The results showed that the implementation of the strategy undertaken by Dinperindagkop Banyumas in realizing the traditional competitive market is less than the maximum. The strategy which is implemented now are revitalize the traditional markets and there is no strict sanctions for licensing violations of modern market established. The obstacles which become the Barriers to the implementation of this strategies is that the financial resources are not sufficient and the mindset of traditional market traders who are difficult to be changed.
