Surplus produksi jagung di Kabupaten Temanggung, belum dimanfaatkan dengan optimal. Potensi jagung sebagai bahan pangan berkualitas dan penggunaan jagung sebagai pangan pokok sebagian masyarakat memberikan peluang untuk dikembangkan agroindustri jagung. Tujuan penelitian ini untuk merumuskan konsep strategi pengembangan agroindustri jagung di Kabupaten Temanggung dengan mengetahui prioritas tujuan, prioritas faktor pendukung, prioritas strategi dan prioritas pelaku strategi pengembangan agroindustri jagung. Analisis penentuan strategi menggunakan metode Analitical Hierarchy Process (AHP). Hasil analisis strategi pengembangan agroindustri jagung di Kabupaten Temanggung yaitu diversifikasi produk olahan jagung dengan mengoptimalkan pemanfaatan  bahan baku jagung, melalui pengembangan jaringan usaha, yang didukung oleh pelatihan teknologi proses dan manajemen usaha, fasilitasi akses modal serta dikembangkan pada sekala industri rumah tangga atau UMKM, yang dilaksanakan oleh pemerintah dengan memberikan perhatian yang lebih besar pada proses formulasi strategi kebijakan pengembangan agroindustri jagung.

The surplus production of corn in Temanggung, has not been used optimally. Potential of corn as food quality and the use of corn as a staple food of part of the community an opportunity to develop agro-industries corn. The purpose of this research is to formulate the concept of agroindustry development strategy of corn in Temanggung by knowing the priority objectives, priorities supporting factors, priority strategies and priority offenders corn agroindustry development strategy. Analysis of the determination of strategies using Analytical Hierarchy Process (AHP). The results of the analysis of agroindustry development strategy of corn in Temanggung is diversification of processed corn products by optimizing the utilization of corn feedstocks, through the development of a business network, supported by technology process and business management training, facilitating access to capital and developed in the household industries or SMEs scale, which is implemented by the government to give greater attention to the process of strategy formulation corn agroindustry development policy.
