Penelitian ini berjudul Implementasi Strategi Kebijakan E-KTP di Kota Bekasi. Penelitian ini mendeskripsikan tentang administrasi kependudukan yang disebut Elektronik KTP atau E-KTP. Di dalam E-KTP memuat sistem keamanan/pengendalian, baik dari sisi administrasi ataupun teknologi berbasis pada database kependudukan nasional.
Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif untuk mendeskripsikan tentang implementasi strategi dalam kebijakan E-KTP, serta faktor-faktor pendukung maupun penghambat implementasi tersebut. Penelitian ini menggunakan model analisis interaktif. Untuk meneliti proses atau makna, metode ini merupakan yang paling tepat dan relevan. Proses pengambilan data dalam penelitian ini, menggunakan metode wawancara, observasi, dan dokumentasi.
Hasil penelitian ini adalah sebagai berikut, implementasi strategi yang dilakukan pemerintah sudah cukup efektif karena target yang diharapkan untuk mentertibkan administrasi kependudukan sudah tercapai dan secara signifikan mengurangi kepemilikan KTP ganda di wilayahnya walaupun masalah yang terjadi di lapangan (pengembalian dana talangan, keterlambatan maupun kesalahan dalam proses pencetakan)  belum terselesaikan. Penelitian ini juga menguak faktor-faktor yang mendukung keberhasilan implementasi strategi pemkot Bekasi seperti dengan membentuk kelompok kerja, sosialisasi, mobilisasi penduduk wajib KTP,dll. Sedangkan faktor penghambatnya antara lain, keterbatasan dan kerusakan alat, minimnya tenaga teknis, terbatasnya anggaran, dll.

The study was entitled “Implementation Strategy of Electronic ID Card’s Policy  in Bekasi. This study described the administration it called Electronic ID card or E-KTP. In the E - ID card included security/control system, both in terms of administration or technology based on a national population database. Government policy objectives make this e-ID card, in order to prevent the creation of orderly administration and the negative impact of the use of ID manual cards are usually duplicated for the specific interests of the parties are not responsible..
The research method used is descriptive qualitative research methods to described the implementation strategies in e-KTP policies and factors supporting or inhibiting the implementation . This study uses a model of interactive analysis . To investigate the process or meaning , this method is the most appropriate and relevant. The process of data collection in this study , using interviews , observation , and documentation.
This study aims to determine the implementation strategy of e - ID card policy in Bekasi and also to finded out what was the factors that support or hinder the implementation of e - ID card policy in Bekasi . Implementation strategy of the government's had been quite effective because the target is expected to control population administration has been achieved and significantly reduce double KTP in the region despite the problems that occur in the field ( refund bailout , delays or errors in the printing process ) have not been resolved . This study also reveals the factors that support the successful implementation of strategies such as Bekasi local administration by forming working groups , socialization, mobilization of compulsory ID cards , etc. . Whereas the inhibiting factors , among others , limitations and equipment failure , lack of technical personnel , budget constraints , etc.
