Penelitian tentang formulasi kebijakan pemerintah desa mengenai aturan merokok yang berfokus pada proses dan peran aktor dalam formulasi kebijakan aturan merokok serta faktor-faktor yang mendukung dan menghambat dalam proses formulasi kebijakan tersebut. Tujuan penelitian ini adalah  untuk memahami dan mendeskripsikan bagaimana proses dan peran aktor dalam formulasi kebijakan mengenai aturan merokok di Desa Cikidang, Kecamatan Cilongok, Kabupaten Banyumas. Untuk menjelaskan tentang. peran aktor-aktor dalam membentuk kebijakan serta faktor-faktor yang mendukung dan menghambat dalam proses formulasi kebijakan aturan merokok. Melalui paradigma non positivisme, penelitian ini menggunakan metode penelitian kualitatif dan pendekatan studi kasus.
Hasil penelitian ini menguak bahwa kebijakan aturan merokok yang dibuat oleh Pemerintah Desa Cikidang, Kecamatan Cilongok, Kabupaten Banyumas melibatkan aktor antara lain Kepala Desa, BPD, Kader Posyandu, Karang Taruna, dan Tokoh Agama. Kebijakan aturan merokok ini mengacu dari Peraturan Desa Nomer 10 Tahun 2008 tentang Pola Hidup Bersih dan Sehat (PHBS), aturan ini mewajibkan warga untuk tidak merokok. Aturan merokok ini dibuat dengan tujuan mengikuti lomba PHBS tingkat Jawa Tengah.  Pada proses formulasi kebijakan aturan merokok ini dibuat tanpa adanya kejelasan perangkat penegak hukum, sanksi bagi pelanggar aturan, aturan terkesan dipaksakan, peran Kepala Desa dan BPD pasif terhadap pasal aturan merokok.

Research on the formulation of government policy regarding the village smoking rules that focus on the process and the role of actors in policy formulation smoking rules and the factors that support and hinder the process of policy formulation. The purpose of this study is to understand and describe how the process and the role of actors in the formulation of policy regarding smoking rules in the Village Cikidang, Cilongok district, Banyumas. To explain. the role of actors in shaping policy and the factors that support and hinder the process of policy formulation smoking rules. Through non-positivism paradigm, this study used qualitative research methods and case study approach.
	Results of this study reveal that the smoking policy rules made by the village government Cikidang, District Cilongok, Banyumas involving actors such as the Village Head, BPD, Kader IHC, Youth, and religious figures. This smoking regulation policy refers Village Regulation Number 10 of 2008 on Clean and Healthy Lifestyle (PHBs), this rule requires citizens to not smoke. Smoking rule was created with the goal of running a race PHBs Central Java level. In the process of policy formulation smoking rule was made in the absence of the clarity of the law enforcement, penalties for violators of the rules, the rules seemed forced, the role of the village chief and the article BPD passive smoking rules.
