Sistem penyelenggaraan pemerintahan di Indonesia berdasarkan pendekatan kesisteman, yang terdiri dari sistem pemerintahan pusat dan sistem pemerintahan daerah. Oleh karena itu, berdasar Pasal 18 ayat (6) UUD Negara Republik Indonesia tahun 1945 yang menyatakan bahwa Pemerintah Daerah berhak menetapkan peraturan daerah dan peraturan lain untuk melaksanakan otonomi dan tugas pembantuan, Pemerintah Daerah Kabupaten Brebes membuat Peraturan Bupati Nomor 018 Tahun 2011 tentang Waktu Mematikan Dan Menghidupkan Siaran Radio Dan Tayangan Pesawat TV. Lalu bagaimanakah materi muatan dan hambatan normatifnya dalam Peraturan Bupati Brebes Nomor 18 Tahun 2011 tentang Waktu Mematikan dan Menghidupkan Siaran Radio dan Tayangan Pesawat TV tersebut? Tipe dalam penelitian ini adalah yuridis normatif dengan metode pendekatan kasus. 
Dalam penelitian ini materi muatan Peraturan Bupati Brebes Nomor 018 Tahun 2011 dilihat dari sudut pandang kewenangan Pemerintah Daerah dan Undang-undang Nomor 12 Tahun 2011 Tetang Pembentukan Peraturan Perundang-Undangan. Kemudian dalam peraturan Bupati Brebes Nomor 18 Tahun 2011, terdapat beberapa hambatan normatif yang mengakibatkan peraturan tersebut tidak efektif. Oleh karena itu, sebaiknya peraturan tersebut dibuat sistematis dan dilengkapi dengan aturan mengenai hak dan kewajiban antara masyarakat dengan pemerintah serta mekanisme-mekanismenya.

The government system of Indonesia based on approach system, consisting a Central Government System and Local Government System. Therefore, based on Article 18 paragraph (6) of UUD of the Republic of Indonesia in 1945, which Local Government has a right to establish the local regulations and other regulations to implement the autonomy and assistancy, Regional governments of Brebes Regency made the Rule of Regent Number 018 in 2011 about the time of turn off and turn on the Radio And TV show. Then, how is the charge material and barriers normative Regent of Brebes in rule number 18 in 2011 about the time of turn off and turn on the Radio and the TV show? The type in this research is the juridical normative with case approach as the method. 
In this research the material charge of regulation regent of Brebes Number 018 in 2011 is seen from the local government authority  and rule Number 12 in 2011 about the formation of legislation. Then the rule of Regent of Brebes number 18 in 2011, there are some normative barriers that cause the result in that regulation is not effective. Therefore, we recommend to that legislation to create systematically and complete it with rules concerning the rights and obligations between the community and the government as well as the mechanisms.
