Tesis ini dengan judul “Peran dan Kebijakan Polres Kebumen dalam penanganan Sengketa Tanah (Studi Kasus Sengketa Tanah antara TNI AD dan Masyarakat Urut Sewu Kabupaten Kebumen).”Permasalahan yang  dikaji dalam tesis ini adalah peran Polri dalam penyelesaian sengketa tanah antara TNI-AD dengan warga sipil di  wilayah hukumPolresKebumensertaKebijakanapa yang diambil Polri dalam dalam penyelesaian sengketa tanah antara TNI-AD dengan warga sipil di wilayah hukum Polres Kebumen.
Dari hasil penelitian dan pembahasan, bahwa peran Polri dalam hal ini jajaran Polres Kebumen dalam penyelesaian konflik tanah antara TNI-AD dengan warga sipil (petani) di Pantai Urut Sewu Kebumen adalah melakukan tindakan-tindakan untuk meminimalisir konflik tersebut antara petani dengan TNI-AD dapat reda dan mencegah terjadinya korban. Usaha yang dilaksanakan tersebut melalui upaya preventif maupun represif.
Peran Polri menyelenggarakan tugas memelihara keamanan dan ketertiban masyarakat tersebut dicapai melalui tugas preventif dan tugas represif. Tugas dibidang preventif dilaksanakan dengan konsep dan pola pembinaan dalam wujud pemberian pengayoman, perlindungan dan pelayanan kepada masyarakat, agar masyarakat merasa aman, tertib dan tenteram tidak terganggu segala aktivitasnya.
Polres Kebumen membuat kebijakan terhadap penyelesaiaan konflik atau sengketa lahan antara warga sipil (petani) dengan TNI-AD di Pantai Urut Sewu Kebumen dengan mengedepankan aspek pembinaan, maka masyarakat menjadi mampu secara swadaya untuk menangkal gangguan keamanan dan ketertiban masyarakat, hal ini sangat efektif untuk membantu tugas polisi dan pemerintah.Penyelesaiaan permasalahan tersebut, dengan kebijakan penerapan restorative justice antara kedua belah pihak. Dari penyelesaian konflik tersebut,perkara pidana dalam restorative justice dapat dicontohkan dalam bentuk mediasi penal.
Kebijakan penegakan hukum yang dilakukan oleh Polri dalam hal ini jajaran Polres Kebumen terhadap konflik tanah antara warga sipil di Kebumen dengan TNI-AD, dimana fungsi Kepolisian adalah salah satu fungsi pemerintahan negara di bidang pemeliharaan keamanan dan ketertiban masyarakat, penegakan hukum, perlindungan, pengayoman dan pelayanan kepada masyarakat.
Kebijakan Polres Kebumen yang telah dilakukan dalam pengelolaan konflik yang tepat adalah dengan cara “kompromi atau negosiasi”  yaitu dimana masing-masing kedua pihak memberikan dan menawarkan sesuatu pada waktu yang bersamaan, saling member dan menerima, serta meminimalkan kekurangan semua pihak yang dapat menguntungkan semua pihak.

This thesis with title "Role and Policy of Police of Resort Kebumen in handling of Dispute Land;Ground (Case Study Dispute Land between  Ground Forces Armyand Society Massage Sewu Sub-Province of Kebumen)." Problems which studied in this thesis is role of Police in solution of land dispute between Ground Forces Army with civil citizen in territory of jurisdiction of Police of Resort Kebumen and also Policy what is taken by Police in in solution of land dispute between Ground Forces Army with civil citizen in territory of jurisdiction of Police of Resort  Kebumen.
From research result and solution, hat role of Police in this case the overall PolresKebumen in solution of land conflict betweenGround Forces Armywith civil citizen farmer along the beach Massage SewuKebumen is to actions for the preventing of the conflict betweenfarmer with Ground Forces Army can alleviate and prevent the happening of victim. The executed effort through of preventif and of represif.
Role of Police carry out duty look after security and orderliness of society ofdicapapithrough duty of preventif duty and of represif. Area duty of preventif executed with construction pattern and concept in the form of giving of protectionservice and protection to society, so thatsociety feel safe, order and peaceful not annoyed all the of activity.
Police of Resort Kebumen make policy to handlingof farm dispute or conflict between civil citizen farmerwithGround Forces Army along the beach Massage SewuKebumen placed forward construction aspect, hence society become can self-supportingly for the menangkal of security trouble and orderliness of society, this matter is very effective to assist police duty and government. Problemshandling, by policy of applying of justice restorative between both parties. Of solution of conflict, ad for in justice restorative can be examplizeed in the form of penal mediasion.
Policy of is straightening of law conducted by Police in this case the overall Police of Resort Kebumen to land conflict between civil citizen farmer Kebumen withGround Forces Army, where Police function is one of the function governance of state in maintainer to the security area and orderliness of society, straightening of law, protection, service and pengayoman to society.
Policy of Resort Kebumen which have been conducted in management of correct conflict is by "negotiation or compromise" that is where each both parties give and offer something when which at the same time, reciprocate and accept, and also minimization lacking of all able to profit all.
